The enclosure to this letter and attachments comprise Florida Power Corporation's (FPC) response to the subject request for additionalinformation (RAll per reference A.

l FPC appreciates the opportunity to discuss its response during the meeting scheduled for

September 18,1997 in the NRC's offices. We have developed a video tape of a recent l simulator run for a given scenario using the emergency operating procedures associated with TSCRN 210. The video visually demonstrates the ability of the EOPs to successfully mitigate the single failure challenges addressed within the requested change.

Please match the operator actions listed in Tables 3A, and 3B with the -

corresponding steps that appear in Crystal River's emergency operating procedures F (EOPs) j FPC RESPONSE

Tables 3A and 38 of Attachment F from the TSCRN 210 submittal have been

annotated with referencas to corresponding steps appearing in the latest drafts of 1- the applicable EOPs. These tables are included as Attachments 1 and 2 to this j response. The EOPs have been changed since FPC's letter 3F0897-21 dated 4 August 4,1997. The latest drafts of those EOPs referenced in Tables 3A and 3B ,

i- 2. How much total time (from initiation of each of the three small break loss-of coolant-accident (SBLOCA) events (i.e., loss of battery A (LOBA): loss.of battery "B" (LOBB) and the emergency feedwater pump) is available to allow the operator,

FPC RESPONSE:

} The time limits described in TSCRN 210 were those used in the Small Break LOCA i

Ar.alysis which supported the sut:mittal. The ten and twenty minute operator i actions are consistent with NRC guidance contained in letter provided to FPC dated i September 26,1978 from Mr. Robert W. Reid to Mr. W.P. Stewart, in addition to l those actions contained in the SBLOCA analysis, starting the control complex j emergency ventilation system and the control complex chiller, is consistent with FPC calculations H97-0001, " Control Complex Temperature Rise Evaluation," and L 187-0004, " Control Room integrated Dose, Gamma Whole Body & Thyroid Inhalation

! Reduced in-leakage." With exception of starting the chiller within 80 minutes, all other actions are based on loss of adequate subcooling margin.

3. TSCRN 210, Table 3A Operator Actions Less Than 20 Minutes.

Operator Action 1 - Reference indicates that cperator action to trip the reactor l coolant pumps (RCPs)is taken "within 2 minutes"; within 2 minutes of what?  :

Initiation of the accident? Initiation of an alarm? Please clarify.

FPC RESPONSE:

The operator action to trip the RCPs is taken within 2 minutes of loss of subcooling margin (SCM) as indicated in EOP-13, Rule 1 which provides a table of subcooling margin monitor limits. Rule 1 is included as part of Attachment 7 to this letter.

4. EOP 3, inadequate Subcooling Margin (ISM).

a. Entry Conditions --

How does an operator know that an ISM condition exists, i.e., what is meant by I

"subcooling margin" monitor? What type of instrument is it (analog display, CRT screen, etc.)? Is an ISM easily read or is interpolation needed by the operator? How is the instrumentation qualified (i.e., per RG 1.97)?

FPC RESPONSE:

The operator determines that subcooling margin is lost by reading the highly visible (approximately 3/4 inch in height) redundant LED displays on the main control board.

Operators have memorized the subcooling margin limits and if rninimum subcooling margin falls below these limits, operators will take action as required in EOP-13, Rule 1. Also, the Rules have been laminated as operator aids and are readily available in potekets on the control board. The subcooling margin (SCM) monitors are digital display instruments. The monitors oisp!ay a red LED numerical calculated value of degrees of subcooling. Therefore, the SCM meter is easily read and no interpolation is required by the operator. The instrumentation is qualified per RG 1.97 with e::ceptions. Refer to FPC letters dated July 8,1996 and September 27, 1996 regarding the SCM monitors. ,

in addition to the SCM Monitors, the Safety Parameter Display System (SPDS) has been programmed to change to a red screen with degrees of subcooling margin displayed in large white letters upon loss of subcooling margin.

During the meeting scheduled for September 18,1997 to discuss this response, FPC will provide a video presentation of the simulator which will orient staff reviewers regarding the location of the above displays on the main control board.

FPC RESPONSE:

! l t The operator trips the RCPs as soon as possible upon foss of subcooling margin. In

- addition, the SPDS includes a digital clock display which displays the time elapsed since loss of subcooling margin and may be used as a backup indication for validation if there is any doubt as to the elapsed time. Also, the EOPs contain contingency actions if the pumps are not tripped within 2 minutes.

A copy of EOP 13 is included with this response as Attachment 4.

5.- l During the LOBA condition, how does the operator manually load the "B" Control Complex Chiller on EDG 1B, i.e., is the action carried out from the control room or is it done locally? In either case, what steps does the operator take to accomplish this task and how long does it take? The operator has 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> to complete this task.

How was this time determined? Will the performance of this step be verified / validated as part of the verification / validation (VN) effort?

FPC. RESPONSE:

The operator starts control complex cooling locally from the control complex 164' elevation which is one floor above the control room, within the habitability envelope.

The action is performed in accordance with EOP-14. Enclosure 18, a copy of which is provided with this response as Attachment 11. Enclosure 18 requires careful coordination between the control room and the primary plant operator (PPO). It is estimated that it takes 10 minutes from : x time of notification to complete this -

task. This timeframe will be validated, m; current analysis requires this action to be completed within 80 minutes of a loss of offsite power.

[ Simulator validations have been performed on the draft EOPs to demonstrate cross-tying emergency feedwater under LOBB conditions. In addition, field validations will  :

be performed on the in-plant actions (i.e., powering EFV 12 and opening the valve).

Were the operator actisns required performed with minimum shift staffing as well as normal crew staffing level? If there are any local manuel actions required, how were -

they simulated / considered in the VN process?

FPC RESPONSE:

I EOP verification and validation is performed in accordance with Administrative instruction Al-402C, "AP and EOP Verification and Validation Plan." initial validations of the EOPs which pertain to TSCRN 210 have been completed. Final validation of the EOPs will be completed prior to issuance of the procedures.

Operating crews have not been trained or tested on EOP 3, " Inadequate Subcooling _

Margin,* or EOP 8, "LOCA Cool Down." Training is expected to begin September 22,1997 and to be completed the end of October,1997. The next two cycles of operator requalification training will consist of several evaluations of simulator performance. Testing will occur during the annual licensed operator examinations scheduled to take place between October 27 and December 6,1997.

The simulator validations conducted to date have demonstrated that all operator actions can be completed within the times assumed in TSCRN 210. Validations were performed with one senior reactor operator (SRO) reading the procedures and either one or two reactor operators (RO) manipulating controls on the control board.

These operators had not been trained on the EOP(s) prior to the simulated casualty.

In addition, the casualty was unannounced; therefore, the operators were unaware of the pending failures. The operators participating in the initial validations are those having active licenses. The two actions requiring field (local) actions are starting the chiller and cross-tying emergency feedwater, in these cases, both of which are performed in the control complex, the actions were simulated in terms of the length of timu required to accomplish the task.

8. In general, when evaluating tempcrary or permanent changes to a facility that credit operator actions for system or component actuations that were previously .

i automated, the staff has relied on guidance in Generic Letter 91 18 and ANSI /ANS 58.8, " Time Response Criteria for Safety Related Operator Actions." While ANSI-

>8.8 supplies guidance for determining minimum response times for operator rctions, the standard does allow licensees to use time intervals derived from independent sources, provided that they are based on tr.sk analyses to include, among other things, (a) specific operator actions required, (b) potentially harsh or inhospitable environmental conditions expected, (c) a general discussion of the -

ingress / egress paths taken by the operators to accomplish functions, (d) procedural guidance for the required actions, (e) specific operator training necessary to' carry out actions including any special qualifications required to perform the ac.lons, (f) description of information required by the control room staff to determine such operator actions are requ' red, including qualified instrumentation used to diagnose the situation and verify that the required action has been successfully taken, and (g) ability to recover from credible errors in performance of manual actions and the expected time required to make such a recovery.

Characterization of these items, through detailed analysis including the use of the plant specific simulator, provides a means for the licensee to assess the likelihood of accomplishing the required actions and the consequences of delayed or missed opportunities to complete such actions.

Please discuss your application of the ANSI 58.8 standard for establishing or verifying operator action times. Also, please identify and reference applicable procedures, and confirm your plan for completing nperator training prior to implementing the EOP changes.

FPC RESPONSE:

Elements of this question relating to simulator validations and plans for completing training are discussed in FPC's answers to Question 7. For the actions required in the first 20 minutes, FPC utilized guidance provided in NRC letter dated September 26,1978 to classify actions as either " simple" or " complex". While FPC did not use the contents of ANSI /ANS 58.8 to arrive at time intervals for operator actions, the specific provisions of the standard are evaluated as follows, a) The specific functions required by the operator are listed in the attached Tables 3A and 38. The specific actions to accomplish the functions, with the exception of the operation of EFV 12 and starting the control complex chillers, only require manipulation of switches and monitoring instrumentation in the main control room, primarily on the main control board (MCB) or on the back side of the M 'B.. Operation of EFV 12 requires the dispatch of an operator to the ES 480V Switchgear Room, two levels below the main control room. The control complex chillers are located one level above the msin control room.

c) The two operator actions outside the control room are located two levels below and one level above the main control room. This would require an operator to leave the main control room, ascend or descend stairs, and traverse through several doors. These paths are provided v@ *mergency lighting, d) The mdority of the actions are simple switch manipulations directed by the emergend operating procedures. Operation of EFV-12 only requires the t operator to close two switches on the associated local DC distribution panel.

e) The majority of the required actions occur in the control room. Operators are trained on the EOPs (see response to Question 7). Those actions performed by the primary plant operator (PPO), starting the chiller and powering EFV 12 at the breaker, are not unique to accident conditions and are within the normal operator training and qualification program.

f) The actions listed in Tables 3A and 3B are integral to the EOPs. The EOPs are symptom oriented and direct the operator accordingly. With the exception of the subcooling margin monitors, the indication and instrumentation necessary for the operators to perform the actions are in accordance with RG 1.97 (see response to Question 4). The indication necessary for the control room operator to verify actions were successful is -

similarly qualified.

g) Since the EOPs are symptom-oriented, inappropriate operator actions would manifest themselves in unexpected plant conditions which would be noted by control room operators. If a serious error were made, the symptoms would drive the operator to different paths within the EOPs (inadequate heat transfer, overcooling, etc.). In addition to the structure of the EOPs themselves, several other factors increase the probability of successfully mitigating the accident. These include self-checking by the operator, peer review by the operating cre - Shift Technical Advisor (STA) overview, and monitoring by the Technical Support Center (TSC) and Emergency Offsite Facility (EOF) staffs. In addition, oncoming crews provide an overview of plan' conditions and perform board walkdowns in conducting turnovers.
