Mr. James P. O'Reilly LER No.82-035 Page Two December 2, 1982 DETAILED DESCRIPTION OF EVENT On November 3,1982, the Plant entered Mode 3 with Boric Acid Tank B Level Instrument LI-163A out of service.

The instrument was declared inoperable as a result of failure to pass a channel check.

This instrument indication, which is located on the Control Room Evacuation Panel, is required to be operable per Technical Specification 3.3.3 5, " Remote Shutdown Instrumentation".

The provisions. of Specification 3.0.4 are not applicable.

PROBABLE CONSEQUENCES There were no adverse consequences because the remaining local level indication (LI-108) for Boric Acid Tank B was operable.

Also, level indication was available on the Control Room Evacuation Panel for Boric Acid Tank A (LI-161A).

CAUSE(S) 0F THE OCCURRENCE The cause of the occurrence was that LI-163A was out of calibration due to zero shif t of its transmitter (LT-163A).

IMMEDIATE CORRECTIVE ACTIONS TAKEN A Maintenance Work Request was immediately initiated to investigate and correct the problem.

LT-163A was discovered to be out of calibration.

The instrument was subsequently calibrated per applicable surveillance test procedures and returned to service on November 9, 1982.

ACTION TAKEN TO PREVENT RECURRENCE The Licensee plans no further action except for the normally required surveillance testing.
