Docket No. 50-361 30-Day Report Licensee Event Report No.82-120 San Onofre Nuclear Generating Station, Unit 2 This submittal is in accordance with the reporting requirements of Section 6.9.1.13b of Appendix A to Facility Operating License NPF-10.

describes a reportable occurrence involving Limiting Condition for Operation l

(LCO) 3.3.4 associated with the Turbine Overspeed Protection System (TOPS).

A completed copy of LER 82-120 is enclosed.

While in Mode 1, on September 21, 1982, turbine generator excitation testing in accordance with Startup Procedure 2PA-430-02 was in progress.

Due to failure of turbine control valves 2UV-2200C and G to close fully following l

a turbine trip, these valves were declared inoperable at 1913 and LCO 3.3.4 l

Action Statement a was invoked. As required by this Action Statement, the l

turbine stop valves were verified shut, isolating the turbine from the steam l

supply.

The inability of the valves to close fully was investigated and the l

problem was identified as mechanical binding between valve spindle and spindle bushings. After replacement of the valve spindle and spindle bushings, the valves were declared operable in accordance with S023-3-3.34 at 1050 on October 14, 1982. This was an isolated event and no other corrective action is warranted.
