Brunswick Nuclear Plant (BNP) is committed to Regulatory Guide (RG) 1.45, Reactor Coolant Pressure Boundary (RCPB) Leakage Detection Systems.

RG 1.45 describes acceptable methCds of implementing General Design Criterion (GDC) 30, Quality of Reactor Coolant Pressure Boundary. GDC 30 requires that means be provided for detecting and identifying the location of the source of RCPB leakage.

RG 1.45 requires at least three separate detection methods, two of which are to be sump level / flow monitoring and airborne particulate radioactivity monitoring. The third method is monitoring of airborne gaseous radioactivity. The RG further states the leakage detection systems should be capable of performing their functions following seismic events that do not require plant shutdown and the particulate monitoring system should remain functional when subjected to the safe shutdown earthquake (SSE)

(i.e., design basis earthquake). On January 21, 1993, it was determined the containment atmospheric control (CAC) airborne particulate and gaseous radioactivity monitors were not seismically qualified. The CAC equipment modifications required to conform to the RG will be implemented prior to startup.

The sump system is also being evaluated to determine if it is in conformance with the RG; if equipment modifications to the sump system are required they will be implemented prior to startup. The safety significance of this event is minimal.

The loss of this equipment during a seismic event would not have prevented safe shutdown of the units and other methods such as containment temperature and pressure were available to detect RCPB leakage. A supplement to this report will be submitted.
