Unverified design for seismic damping values for raw water piping inside the turbine building

Description

The inspection team identified an apparent violation of 10 CFR 50, Appendix B, Criterion III, Design Control, for the failure to ensure the adequacy of the anchorage for the Containment Spray and Raw Water system pipe supports. Specifically the anchorage design was non-conservative with respect to the design basis requirements. The licensee entered this issue into the corrective action program. The performance deficiency was determined to be more than minor because it was associated with the Mitigating Systems cornerstone attribute of design control and affected the cornerstone objective of ensuring the availability, reliability, and capability of the Containment Spray and Raw Water piping system. The safety significance is pending additional analysis of the as-found configuration of the condensate drain piping line and associated pipe supports.
