CLOSURE OF INVESTIGATION (014-2015-017)

Dear Mr. Reddemann:

This refers to an investigation conducted by the U.S. Nuclear Regulatory Commission's (NRC's)

Office of Investigations regarding activities at Columbia Generating Station. The Office of Investigations initiated the investigation to determine whether security supervisors at Energy Northwest, Columbia Generating Station, Richland , Washington, (1) willfully failed to conduct required post checks, (2) willfully falsified the security activity report and did not take action to address performance gap, and (3) if security personnel willfully manipulated the NRC performance indicator data for the Intrusion Detection System.

Based on the evidence developed during the investigation, the allegation that security supervisors willfully failed to conduct required post checks was not substantiated.

Based on the evidence developed during this investigation, the allegation that security supervisors willfully falsified the security activity report and did not take action to address performance gap was not substantiated.

Based on the evidence developed during this investigation, the allegation that security personnel willfully manipulated the NRC Performance Indicator data for the intrusion detection system was not substantiated. The NRC plans no further action related to the willful aspect of this allegation and considers this investigation closed.
