HOPE CREEK GENERATING STATION - SCHEDULE AND RESPONSE TO PSEG LETTER (LR-N07-0274) DATED OCTOBER 23, 2007, PLANS RELATED TO STEAM DRYER EVALUATION REGARDING REQUEST FOR EXTENDED POWER UPRATE (TAC NO. MD3002)

Dear Mr. Levis:

By letter dated September 18, 2006, as supplemented on October 10 and October 20, 2006, February 14, February 16, February 28, March 13, April 18, April 30, May 10, May 18, June 22, August 3, August 17, August 31, September 11, October 10, October 23, and November 15, 2007, PSEG Nuclear, LLC (PSEG or licensee) submitted an amendment request for an extended power uprate (EPU) for Hope Creek Generating Station (Hope Creek). The proposed amendment would increase the authorized maximum power level by approximately 15 percent, from 3339 megawatts thermal (MWt) to 3840 MWt.

In PSEG letter (LR-N07-0274) to the U.S. Nuclear Regulatory Commission (NRC), dated October 23, 2007, PSEG submitted its plans related to the steam dryer evaluation for the proposed Hope Creek EPU. In the attachment to the PSEG letter (LR-N07-0274), PSEG documented its understanding of the key issues discussed at the closed meeting held on October 11, 2007, and PSEGs plans for additional steam dryer analysis and testing. PSEG plans to respond to the request for additional information questions by November 30, 2007. To account for bias and uncertainty in frequency response function amplitudes predicted by the finite element model for the Hope Creek steam dryer, PSEG plans to test a previously purchased, spare steam dryer and PSEG will be prepared to supply the results of the shaker table testing to the NRC staff by December 31, 2007.

The NRC staff agrees with your understanding of the key issues as documented in the PSEG letter (LR-N07-0274), dated October 23, 2007. Even though the NRC staff agrees with your understanding of the key issues, there is the possibility of additional questions, concerns, or issues resulting from your responses. Please note that the NRC staff assumes that your responses will be comprehensive and of high quality, and all questions will be answered to the NRC staffs technical satisfaction.
