Dear Sir or Madam:

On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Reference 1 to all power reactor licensees and holders of construction permits in active or deferred status. The enclosures of Reference 1 contain specific Requested Actions, Requested Information, and Required Responses pursuant to 10 CFR 50.54(f) associated with the Near-Term Task Force (NTTF) Recommendations 2.1, 2.3, and 9.3.Subsequently, Southern California Edison (SCE) certified to the NRC that it had permanently ceased operations at San Onofre Nuclear Generating Station (SONGS)Units 2 and 3 (Reference

2) and that it had permanently removed the fuel from the SONGS Unit 3 reactor vessel (Reference
3) and SONGS Unit 2 reactor vessel (Reference 4). Accordingly, pursuant to 10 CFR 50.82(a)(2), the 10 CFR Part 50 P.O. Box 128 San Clemente, CA 92674 Document Control Desk-2-September 30, 2013 license for SONGS Units 2 and 3 no longer authorizes operation of the reactors or emplacement or retention of fuel into the reactor vessels.Reference 1 is intended for operating units as it specifies, "Operating power reactor licensees under 10 CFR Part 50 are required to respond to all of the information requests." Additionally, the list of licensees to which Reference 1 applies does not include permanently shut down units. Since SONGS Units 2 and 3 are permanently shut down and in a defueled condition, SCE considers the request of Reference 1 to no longer be applicable to SONGS Units 2 and 3 and no longer plans on proceeding with any further implementation of the recommendations in Reference 1 or any alternative approach for Recommendations 2.1, 2.3 and 9.3.If you have any questions regarding this submittal, please contact Mr. Mark E.
