Document Control Desk LIC/CDS/RO Washington, DC 20555-0001 Docket No. 50-305 License No. DPR-43 DOMINION ENERGY KEWAUNEE, INC.KEWAUNEE POWER STATION NOTIFICATION OF COMMITMENT CHANGE The purpose of this letter is to notify the Nuclear Regulatory Commission that Dominion Energy Kewaunee, Inc. (DEK) intends to change a commitment related to training for positions identified in 10 CFR 50.120, "Training and qualification of nuclear power plant personnel." The original commitment was made in a September 22, 2004 letter from Nuclear Management Company (NMC), a previous operator of Kewaunee Power Station (KPS), to the NRC (Reference 1). DEK has evaluated this commitment under the guidance of NEI 99-04, "Guidelines for Managing NRC Commitment Changes," and has concluded that NRC relied on the original commitment when preparing a March 24, 2005 Safety Evaluation Report (SER) related to the NMC Quality Assurance Topical Report (Reference 2). DEK has decided that "Timely Notification of the Intended Change" to the NRC is appropriate in conjunction with changing this particular commitment.

The original commitment stated the following: "Training for positions identified in 10 CFR 50.120 is accomplished according to programs accredited by the National Nuclear Accrediting Board of the National Academy of Nuclear Training that implement a systematic approach to training." By letter dated May 14, 2013, DEK submitted a certification of permanent removal of fuel from the reactor vessel (Reference 3). Consequently, as specified in 10 CFR 50.82(a)(2), the 10 CFR Part 50 license for KPS no longer authorizes operation of the reactor or emplacement or retention of fuel in the reactor vessel. The National Nuclear Accrediting Board of the National Academy of Nuclear Training is funded and managed by the Institute of Nuclear Power Operations (INPO). After defueling the reactor, DEK requested that INPO remove KPS from the INPO membership dues point base. On August 14, 2013, INPO granted the request. Therefore, as of January 1, 2014, KPS is no longer a member of INPO. Thus, it is no longer possible to have KPS training programs accredited by the National Nuclear Accrediting Board of the National Academy of Nuclear Training.DEK will continue to implement and maintain training programs as required by 10 CFR 50.120 at KPS. However, KPS will no longer have these programs accredited by the National Nuclear Accrediting Board of the National Academy of Nuclear Training.

The Shift Manager/Certified Fuel Handler (SM/CFH) training program for KPS was approved by the NRC by letter dated May 12, 2014 (Reference 4).
