WATERFORD STEAM ELECTRIC STATION, UNIT 3-CLOSEOUT OF REVIEW OF CORE OPERATING LIMITS REPORT, CYCLE 20 (TAC NO. MF4718)

Dear Sir or Madam:

By letter dated July 29, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 14241A013), Entergy Operations, Inc. (the licensee), submitted the Core Operating Limits Report (COLR) for Cycle 20, Revision 1. The COLR for Cycle 20, Revision 1, was revised to change the azimuthal power tilt limit from less than or equal 0.03 to less than or equal to 0.05. By email dated October 21, 2014 (ADAMS Accession No. ML 14295A339), the U.S. Nuclear Regulatory Commission (NRC) staff sent a request for additional information (RAI) regarding this revision to the COLR. The licensee provided a response to the RAI by letter dated December 10, 2014 (ADAMS Accession No. ML 14344A992), indicating that the effect of the change in azimuthal power tilt on the assumed power peaking and control element assembly worth was evaluated and shown to be bounded by the current inputs to accident and transient analyses.

After reviewing the RAI response, the NRC staff concludes that the cycle-specific parameter limits were developed using NRC-approved methodologies and that changes between the Cycle 20 COLR and Revision 1 of the Cycle 20 COLR are conservative in nature and pose no safety concern.
