On March 12, 2012, the Nuclear Regulatory Commission (NRC) staff issued Order EA-12-051, "Issuance of Order to Modify Licenses with Regard to Reliable Spent Fuel Pool Instrumentation," (Reference

Reference 1 was immediately effective and directed NSPM to have a reliable indication of the water level in the spent fuel storage pool for Prairie Island Nuclear Generating Plant (PINGP) Units 1 and 2 as outlined in Attachment 2 of Reference

This letter, along with its enclosure, provides the notification required by§ IV.C.3 of the Order that full compliance with the requirements described in Attachment 2 of the Order has been achieved for PINGP, Units 1 and 2. The Order was effective immediately and directed NSPM to install reliable spent fuel pool level instrumentation in the Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2, as outlined in Attachment 2 of the Order. The Order required compliance prior to plant startup from the second refueling outage following submittal of the Overall Integrated Plan (OIP), or by December 31, 2016, whichever came first. The compliance date for PINGP, Units 1 and 2, was November 17, 2015. The NRC staff requested that the compliance report be submitted up to 60 days following the compliance date. The information provided herein documents full compliance for PINGP, Units 1 and 2, in response to the Order. 2.0 Compliance NSPM has installed two independent full-scale level monitors in the PINGP, Units 1 and 2, Spent Fuel Pools (SFPs) in response to Reference
- 1. The SFP at PINGP is a shared pool comprised of two storage pools and a fuel transfer canal. These three pools are separated by slots in the walls that can be isolated by use of pneumatically sealed gates. NSPM submitted the PINGP, Units 1 and 2, OIP by letter dated February 26, 2013 (Reference 2). By letter dated November 14, 2013 (Reference 3), the NRC provided its interim staff evaluation and the staff's request for additional information that was necessary for review completion.
The information requested by the NRC in Reference 3 was provided in the fifth six-month status report, dated August 25, 2015 (Reference 4). The Reference 4 status report also provided the bridging document, which compared the vendor's technical information to the PINGP site-specific considerations.
Neither the responses to the requested information nor the bridging document has changed since the Reference 4 submittal.
