The testing was being performed as corrective action relative to an event reported in LER 316/97-009-00,"Blockage of Containment Air Recirculation Inlet Line Results in Condition Outside Design Basis." In each case, initial testing indicated that low flow conditions existed in at least one localized portion of containment.
