Hecouldnotfindthethermographs orthemarkerbuoy.Sincetheplantwasinoperation attheRimeofthediscovery, theoccurrence iscontrarytoEnviron-menta'1Technical Specification 3.1.A.6.CauseofOccurrence DuringtheweekofOctober30,978anindividual notifiedContinental ShelfAssociates, FPL'ssupplierofthebuoyswhichsupportthethermographs, thattheintakeareabuoyhadbeenfoundonthebeach.Theyrecovered thebuoyfromthisindividual andexaminedit.Nodamagewasapparenttothebuoyandthebuoyeye,townichaheavyshackleandchainshouldhavebeenattachedforanchoring

purposes, wasinperfectcondition, buthadnoshackle.Sincebreakageoftheanchorlinewouldhaveresultedinpartofthelinebeingstillconnected tothebuoy,itisspeculated thatvandalsareresponsible forcuttingtheanchorlineattheshackle.FPLauthorized Continental Shelftoreplacethebuoyintheintakeareaassoonaspossible.

Becauseofinclement weatherresulting inextremely roughseas,Continental ShelfwasunabletoreplacethebuoyuntilNovember6,1978.Atthattime,asthoroughasearchasvisibility wouldpermitwasconducted oftheoceanbottomsurrounding thebuoyanchor.Thissearchresultedinnocluesastothewhereabouts ofthethermographs orthemetalcagewhichholdsthembeneaththebuoy.Later,onethermograph wasfoundonthebeachandreturnedtopersonnel attheSt.LuciePlant.Thismakesthetheorythatvandalswereresponsible morebelievable sincethethermographs arenormallystrappedintothemetalcageanditwouldbedifficult forthetwotobecomeseparated withoutassistance,.

C.Corrective ActionAswasmentioned above,thebuoyintheintakeareawasreplacedonNovember6,1978.Planshavebeenmadetoinstallthethermographs assoonasit.becomespossibletooperateaboatanddispatchadiverontheocean.Todate,thecontin-uallyhighseashaveprevented this.V811aeov-ss Lossoftheoceanintakeareathermographs occurredononepreviousoccasion(R.0.1335-B-77-04).

Thedischarge areathermographs havealsobeenlostseveraltimes.FPLhasattempted topreventtheselossesasdescribed inpreviousReportable Occurrence Reports.However,thethermograph stationsarelocatedontheopenoceaninthepathofaconsiderable amountoftraffic.Also,theyarenotinsulated orprotected fromnaturaland/orman-madeinterferences.

Therefore, weareunabletoestimatethefuturereliability ofthethermograph stations.

Sparebuoysandthermograph recorders arekeptonhandatalltimesinordertorapidlyaccommodate theneedforrepairsand/orreplacement.
