Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Special Report Date of Event: March 14, 1988 Steam Generator Blowdown Building Exhaust Noble Gas Radiation Monitor Out of Service The attached 14 day Special Report is being transmitted pursuant to the requirements of St.Lucie Unit 1 Technical Specification'.3.3.1, Table 3.3-6, 2.c.ii, Action Statement 15, and Unit 2 Technical Specification 3.3.3.1, Table 3.3-6, 2.c.iii, Action Statement 27 and pursuant to Technical Specification 6.9.2. The report provides notification that the Steam Generator Blowdown Treatment Facility Building Exhaust System, Noble Gas Radiation Monitor was out of service for greater than fourteen (14) days, the cause of the inoperability and the plans and security to restore the system to service.

SPECIAL REPORT STEAM GENERATOR BLOWDOWN RADIATION MONITOR OUT OF SERVICE DUE TO COMPONENT FAILURE This Special Report is being submitted pursuant to the requirements of St. Lucie Unit 1 Technical Specification 3.3.3.1, Table 3.3-6, 2.c.ii and St. Lucie Unit 2 Technical Specification 3.3.3.1, Table 3.3-6, 2.c.iii.

On March 14, 1988, at 1630 hours0.0189 days <br />0.453 hours <br />0.0027 weeks <br />6.20215e-4 months <br />, the Steam Generator Blowdown Building Noble Gas Radiation Monitor was determined to have failed.

The cause of the failure was determined to be a failed central processing unit processor board. The monitor was manufactured by Nuclear Measurement Corporation, Model GA2-TMO. This particular monitor is now obsolete, and can no longer be repaired due to the unavailability of spare parts.

In accordance with Technical Specifications, an alternate means of radiation monitoring was initiated. At 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> on March 16th, a portable General Atomics Particulate, Iodine and Noble Gas (PIG) monitor was installed.

A plant change/modification package which provides for the installation of a permanent General Atomics PIG unit, Model RM-80, has been approved by the sit'e Safety Review Group and is ready for implementation.

The portable General Atomics Unit will be in place until the installation of the new monitor is completed, which is scheduled for completion no later than October of '1988.
