NRC SPECIAL REPORT ONE CHANNEL OF LOOSE PARTS MONITOR OUT OF SERVICE FOR A PERIOD GREATER THAN ALLOWED BY TECHNICAL SPECIFICATIONS On November 30,1990 Channel 8 of the St. Lucie Unit 2 Loose Parts Monitor (LPM) was declared out of service due to the presence of a large 60 HZ signal. As required by Technical Specification 3.3.3.8 this Special Report is being submitted to notify the NRC that the channel has been out of service greater than 30 days. The cause of this failure has not yet been determined. because not all areas of the system are accessible during power operations. All accessible areas of the system have been investigated. Efforts are continuing to identify the source of the electrical noise, and the mechanism for induction into the Loose Parts Monitoring System. Trouble shooting efforts and input from the vendor point to a failed sensor/cable. The LPM system had undergone a complete channel calibration per TECH SPEC 4.3.3.8.c during the just completed refueling outage. At the next available opportunity troubleshooting efforts will resume on the areas of the system not accessible while at power.

Channel 7 and 8 of the Loose Parts Monitor are located on the 2B Steam Generator, therefore Channel 7 is functions on the 2B steam generator.
