Thisamendment incorporated thedieselgenerator surveillance testingmethodsrecommended byGenericLetter84-15,"Proposed StaffActionstoImproveandMaintainDieselGenerator Reliability",

revisions totheACTIONstatements, aswellasotherchanges.Astheresultofthisamendment, adifference nowexistsbetweenACTIONStatements 3.8.1.1.a and3.8.1.l.f forSt.LucieUnit2concerning thelossofoneoff-sitepowersource.ACTIONStatement 3.8.1.1.f, providesforadministrative utilization ofaUnit1start-uptransformer andrequiresdieselgenerator operability testingwhichisnotinaccordance withthereliability-oriented testingpractices specified inGenericLetter84-15.Theintentofthisproposedlicenseamendment istobringACTIONStatement 3.8.1.1.f inlinewiththeotherACTIONstatements relatedtoA.C.Sources-Operating.

ACTIONStatement 3.8.1.1.f allowsbothSt.LucieUnits1and2totakeadministrative creditforasingleUnit1startuptransformer whilebothunitsareatpower.Onestartuptransformer forUnit1,ifnotrequiredforuseinUnit1,isphysically capableofbeingconnected betweentheoffsitetransmission networkandtheonsiteClasslEdistribution systemforUnit2andsupplying therequiredUnit2loads.Therefore, thereisnoneedtodeclareoneoftheindependent circuitsinoperable whenoneoftheUnit2startuptransformers isinoperable.

However,shouldUnit1requiretheuseofthestartuptransformer, thenUnit2wouldnolongerhavethatoffsitepowersourceadministratively available foritsuse,andtheOPERABILITY requirements ofLCO3.8.1.1.a wouldnotbemet.PriortotheissuanceofAmendment 39,theACTIONSspecified byACTIONStatement 3.8.1.1.f werethesameasthoserequiredbyACTIONStatement 3.8.1.1.a, i.e.,pertaining totheoperability testingofdieselgenerators andtheverification oftheavailability ofthesecondoffsitepowersourcewhenoneoffsitecircuitisinoperable.

Theintentofthisproposedlicenseamendment istorestoreconsistency betweenACTIONStatement 3.8.1.1.a, whichaddresses theactionstobetakenifoneoffsitepowersourceisinoperable, andACTIONStatement 3.8.1.1.f.

byrevisingACTIONStatement 3.8.1.1.f.

Thisamendment isconsidered tobeadministrative innatureinthattheintentofthischangeistoresolveadiscrepancy betweenACTIONstatements pertaining tosimilaroperating conditions; i.e.,whenoneoffsitepowersourceisinoperable.

ATTACHMENT THREEDETERMINATION OFNOSIGNIFICANT HAZARDSCONSIDERATION Thestandards usedtoarriveatadetermination thatarequestforamendment involvesnosignificant hazardsconsiderations areincludedintheCommission sregulations, 10CFR50.92,whichstatesthatnosignificant hazardsconsiderations areinvolvediftheoperation ofthefacilityinaccordance withtheproposedamendment wouldnot(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated; or(2)createthepossibility ofanewordifferent kindofaccidentpreviously evaluated or(3)involveasignificant, reduction inamarginofsafety.Eachstandardisdiscussed asfollows:(1)Operation ofthefacilityinaccordance withtheproposedamendment wouldnotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated.

Theprobability ofanaccidentpreviously evaluated intheUpdatedFinalSafetyAnalysisReport(UFSAR)hasnotbeenaffectedastheproposedchangeisadministrative innature,andisintendedtorestoreconsistency intestingrequirements fortheemergency dieselgenerators whenoneoffsitepowersourceisinoperable.

Noparameters whichaffecttheprobabilities ofoccurrence ofanyaccidentareaffectedbythischange.Theconsequences ofanaccidentpreviously evaluated intheUFSARhavenotbeenincreased astheproposedsurveillance requirements willnotadversely affecttheoperation oroperability ofthedieselsoranyothersafetyrelatedequipment.

Theprobability ofamalfunction ofequipment important tosafetyhasnotchangedsincereducingthetestfrequency ofthedieselgenerators andmodifying thestartingrequirements tobeconsistent withthemanufacturer's recommendations areintendedtoenhancedieselreliability byminimizing severetestconditions whichcanleadtopremature failures.

(2)Useofthemodifiedspecification wouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.

Theproposedchangeisadministrative innatureandisintended.torestoreconsistency betweenACTIONstatements relativetothestartingofemergency dieselgenerators whenoneoffsitepowersourceisinoperable.

Theneteffectofthischangeistoreducethedieselgenerator testing frequency andstartingrequirements suchthatthereisstillahighdegreeofassurance thattheywouldoperate,ifcalledupon,whenoneoffsitecircuitisinoperable, andhasnoimpactonactualaccidentanalysis.

Thepossibility ofamalfunction ofequipment important tosafetyofadifferent typethananyanalyzedintheUFSARhasnotbeenincreased inthattheproposedlicenseamendment incorporates thestartingandtestingrequirements recommended byGenericLetter84-15.Theintentofthechangeistoenhancethereliability oftheemergency dieselgenerators byadherence tomanufacturer recommendations regarding engineprelubeandwarmup.(3)Useofthemodifiedspecification wouldnotinvolveasignificant.

Thereduction ofdieselgenerator testingfrequency shouldincreasethereliability ofthedieselgenerators becausethedieselengineswillbeproperlyconditioned beforestartupandthenumberofstartsdecreased toreducewear.Basedupontheabove,wehavedetermined thattheamendment requestdoesnot(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated, (2)createtheprobability ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated or(3)involveasignificant reduction inamarginofsafety,andtherefore doesnotinvolveasignificant hazardsconsideration.
