Includedwithinthisconversion werenumerouschangestothecurrentrequirements fortheReactorTripSystem(RTS)andEngineered SafetyFeaturesActuation System(ESFAS).SeveralofthesechangeswerebasedonReference (b),whichifapproved, wouldallowupto72hourstoplaceinoperable RTSandESFASchannelsinthetrippedcondition andallowthebypassofaninoperable channelforupto12hours.Basedonconversations withNRCstaffRGEcEhasagreedtodeferthesechangesuntilaftertheconversion processsinceWCAP-14333 hasnotyetreceivedstaffreviewandapproval.
Inplaceofthechangesjustified byWCAP-14333, RG&Eproposestoimplement thosedocumented inReferences (c),(d),and(e)whichhavereceivedNRCstaffreviewandgenericapproval.
Thepurposeofthissubmittal istoprovidethenecessary justification toimplement thechangestotheRTSandESFASsurveillance requirements andrequiredactionsasdocumented inWCAP-10271 anditssupplements.
InordertosupportNRCreviewofthischange,thissubmittal isorganized asfollows:Theimplementation ofWCAP-10271 andotherrelatedchangesisdocumented inthis.submittal asaseparatelicenseamendment request(LAR)withrespecttothecurrentGinnaStationTechnical Specifications.
Therefore, therequiredplantspecificjustification ofthisimplementation andsignificant hazardsconsideration areprovidedinthissubmittal.
