Laterpumpoperation indicates thatthepumpmaynotactualljhavefailedtostart.On7-16-79duringoperatortrainingexercises the1Cauxiliary feedwater pumpwasstartedlocallyfromthe"B"steamsupplyheader.Anexcessive quantityofwaterwasobservedissuingfromtheturbineexhaust,andthepumpcameuptospeedatamuchslowerratethannormal.Furtherinvesti-gation'evealed thatarecentchangetooperating procedure 0700022changednormallyopenwarm-upvalvesV8384andV8385tonormallyclosedtoagreewiththesystemPand1D.'Closingthese,valvescreatedatrapforconden-sationbuild-upupstreamofthe"B"steamsupplyvalveMV08-13.Itisnowhypothesized thatthebuild-upofcondensation createdawaterturbineeffectinthefirstsecondsoftheattempted pumpstartwhichresultedinamuchslowerrateofacceleration.

Normally, thepumpreachesappcoximately 2000rpmin15-20secondsandwhentheoperatordidnotseeanyindication ofrpminthattimeframe,hemanuallytrippedthepump.Itisfeltthatthepu-..pwasslowlyaccelerating asthewaterwaspassingthroughtheturbineandthepumpwouldhavestartedhaditnotbeentrippedmanually.

Corrective actionistomaintainthevalvesinanormallyopenconfiguration underOP0010122.ReviewbytheFacilityReviewGrouphasdetermined thatmaintaining thevalvesopendoesnotjeopardize plantsafety.Engineering willberequested toverifytheFRG'sfindings.
