ThedefectinvolvesthefailureoftheU-shapedlinkontheStatesCompanyslidinglinkterminalblock.Thefailureoccursintheformofacrackbetweenthethreadedscrewhole andthesideoftheU-shapedlink.TheU-shapedlinkandassociated spacerformsaconnection betweentwoslottedbarsontheterminalblockwhenthespacerandlinkaretightened byascrew.Whenthescrewistightened acrackmayresultwhichcancauseanopenorapoorelectrical connection.
Sincetheselinksareusedonsafetyrelatedequipment, thedefective condition hasbeenevaluated aspotentially reportable undertheprovisions of10CFR50.55(e).
Thesubjectdefecthasalsobeenpreviously recogniedbytheNRCandwasdescribed inyourInformation Notice80-08issuedonMarch7,1980.Bechtelhasunderdevelopment asamplingprocedure whichincludesguidancefortheirQualityControlfieldorganization toinspectthelinks.ThePP&LIntegrated StartupGroupwillalsobeinstructed tofollowtheguidanceoutlinedinthesamplingplanwhenevertheyoperatethelinksduringpreoperational testingactivities.
