SAFETYEVALUATIOH0Re."St.LucieUnit.l;,'ocketNo50-335ProposedAmendmentContainment&ControlRoomLeakageI.IntroductionThisevaluationsupportsaproposalto(1)increasethecombinedleakagerateallowedforallpenetrationsidentifiedassecondarycontainmentby-passleakaqepaths,and(2)increasethelimitonoutsideairintakeintothecontrolroomduringtherecirculationmodeofoperation.Thesoughtafterbypassleakagerateof27'AwaspreviouslyevaluatedinAppendix6BoftheFSAR.Thereevaluationdiscussedhereinisbasedonamoreconser-vativecontainmentmodelingtechnique.Thecurrentlimitoncontrolroomoutsideairintakeisbasedontheoriginalcontrolroompost-LOCAhabit-abilityevaluationthatispresentedinFSARsection15.4.1.2.5(d).Theevaluationdidnottakecreditfortheoperationofthe"backfitted"IodineRemovalSystem(IRS)andShieldBuildingVentilationSystem(SBVS)heaters.ThereevaluationdiscussedbelowusesthesamecontrolroommodelsandassumptionspresentedintheFSARinadditiontotheoperationofthe"backfitted"systems.II.DiscussionTheSt.LucieUnit1calculationsestimatingwholebodyandthyroiddosesfromapostulatedlossofcoolantaccident(LOCA)havebeenrevised.Therevisedanalysisusesamoreconservativecontainmentreleasemodel.TheanalysiswaspreviouslypresentedinAppendix6BoftheFSAP,andwasbasedonasinglevolumewell-mixedcontainmentactivityreleasemodelaswellasthe"backfit",containmentbypassfractionof27K.ThedifferencebetweentheFSARanalysisandtheanalysisdescribedhereinisthatamoreconser-vativetwocompartmentcontainmentmodelisusedthattakesintoaccountthedifferenceiniodinescrubbingeffectivenessbetweentheregionsofthecon-tainmentthatreceiveordonotreceivespraycoverage.Thevolumeofthecontainmentatmospherethatissprayedisconservativelyassumedtobe86/.i'lixingisassumedtooccurbetweenthesprayedandunsprayedregionsatarateof4volumesofunsprayedregionperhour.TheonlyotherchangeinassumptionsfromthosepresentedinAppendix6BoftheFSARisthatittakes44minutesforthespraystoreducetheelementaliodineconcentrationinthecontainmentbytheallowablefactorof100ratherthanthepreviousperiodof28minutes.Theremovalofparticulateiodinebythespraysisterminatedat1hour.ThepHofthesodiumhydroxidesolutionatthespraynozzlewillbebetween8.5andll.TherevisedoffsiteLOCAdosesarepre-sentedinTablel.Althoughtherevisedthyroiddosesforboththeexclu-sionzoneboundaryandlowpopulationzonearesomewhathigherbecauseamoreconservativemodelwasused,theyarestillwellwithinthe300remlimitsetby10CFR100forthereactorsitingcriteria.IntheprocessofdevelopingrevisedoffsiteLOCAdosecalculations,itwasdeterminedthatTechnicalSpecificationleaktestingcriteriacouldbemadelessstringent.ThecurrentSpecificationsseta12"limitonunfiltered
