ATTACkBKNT8Q~og'lgtgrvO0Gk8tFig(.NiagaraMohawkPowerCorporationm.a-,'-"-~LicenseNo.DPR-63Docket50-220SuortinInformationTheproposedchangeincludedinAttachmentA,representsaclarificationofthereactorcoolantchemistryspecifications.Its'urposeistoprovideforshut-downconditions,inaccordancewith,theintentofthosespecifications.Whenreactorsteamingratesarelessthan100,000poundsperhour,presentTechnicalSpecificationslimitthechlorideionconcen-trationto0.1ppm.Thisspecificationisintendedtorestrictchloridecontentduringperiodsofoperationsuchasreactorstart-upandhotstand-bywhenreactorwaterdissolvedoxygenlevelsmaybehigh.Duringnormaloperation,whensteamingratesaregreaterthan100,000poundsperhour,boilingoccurscausingdeaeration.Thisre-sultsinmuchlowerdissolvedoxygenlevels(0.2-0.3ppm).Attheselowoxygenlevels,chloridelevelsofupto1ppmcanbetoleratedwithoutencounteringanydamagetotheprimarysystemmaterials.Intheprocessofshuttingdown,however,thereactormaybebroughttoasteamingrateoflessthan100,000poundsperhourwhilethechloridecontentisgreaterthan0.1ppmandoxygencontentislow.Theoxygencontentremainslowuntilthereactortemperaturedropsandtheheadventisopened.Therefore,thoextensionofnormaloperationchloridelimitstoshutdownconditionswouldnotposeanyproblemstotheprimarysystemmaterials.
