Docket No. 50-220 APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility'perating License No. DPR-63, hereby requests that Section 3.1.7.c of the Technical Specifications set forth in Appendix A to that License be amended.
This proposed change I
supplements the August 15, 1975 submittal for Reload-5 at Nine Mile Point Unit 1.
The Site Operations Review Committee and I
Safety Review and Audit Board have approved the proposed change.

The proposed technical specification change is set forth on page 7-1/7-2 of Attachment A to this application, entitled, "General Electric Boiling Water Reactor Reload-5 Licensing Submittal for Nine MLle Point Nuclear Power Station, Unit 1."
The attachment includes a safety evaluation which demonstrates that the proposed change does not involve a significant hazards consideration.
The proposed change would not authorize any change in the types or any increase in the amounts of effluents or any change in the authorized power level of the facility.
The Licensee also transmits, as Attachment B, supplemental information to Attachment A.
WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. DPR-63 be amended in the form attached hereto as Attachment A.

.1975, liiagara Mohawk Power Corporation submitted an application for amendment to Operating License, entitled, "General Electric Boiling Water Reactor Reload-5 Licensing Submittal for Nine
'Mi le Point Nuclear Power Station, Unit 1."
That document proposed changes to revise fuel operating limits for the next cycle, based on an analysis of limiting transients for Reload-5.
Subsequent to that submittal, General Electric Company informed Niagara Mohawk of a mistake in.the Control Rod Withdrawal Error Transient analysis calculation.
Attachment A includes the revised calculation and supplements the similar document transmitted August 15, 1975.
The new MCPR limits proposed are higher than in the previous submittal, and therefore more conservative.
