J start-upofCycle7,alsoincludesautomaticactuationoftheAFWsystemonlowsteamgeneratorlevelandanadjustabletimedelay.However,theAFASalsoincludeslogicthatwillautomaticallyisolateafaultedsteamgeneratoronlowSGlevelcoincidentwithhighsteamgeneratorand/orhighfeedwaterheaderdifferentialpressuresignals.ProvisionsareincorporatedintheAFASsothattheactuationsignalcanbemanuallyinitiated.ThenewAFASwillbeasdescribedandapprovedintheNRC'sSafetyEvaluationoftheAuxiliaryFeedwaterSystem,FloridaPower4LightCompany,St.LuciePlant,UnitNo.1,transmittedviaNRCletterdatedSeptember10>1982(R.A.ClarktoR.E.Uhrig),exceptthatatimedelayhasbeenaddedwhichwilldelaytheactuationoftheAuxiliaryFeedwater(AFW)Systemforsomepre-selectedperiodoftime(205to600seconds)afterreceivinganinitiationsignal(lowsteamgeneratorlevelsetpoint).If,however,the:.initiationsignalisremoved(duetoincreasingsteamgeneratorlevelabovethebistableresetpoint)beforetheexpirationofthetimedelay,thetimedelayisresettozero.ThisstopstheprocessandactuationoftheAFWsystemwillnotoccurunlesstheinitiationsignalisreceivedagainandthetimedelayexpiresbeforetheinitiationsignalisremoved.TheprimaryfunctionofthetimedelayistoreducechallengesontheAFWsystemundertheconditionofreactortripwithoffsitepowerandmainfeedwateravailable.Thetimedelayalsoprovidesmorefavorableresultsforthe'teamLineBreakanalysisbydelayingtheactuationoftheAFWsystem.Theinstallationofthesafetygradeautomaticauxiliaryfeedwateractuationsystem(AFAS)isbeingdone,inpart,tosatisfyarequirementinNUREG-0737,ItemILE.1.2.AnNRCsafetyevaluationoftheAFAS(NRClettertoFPL,R.A.ClarketoR.E.Uhrig,datedSeptember10,1982)statedthattheelectrical,instrumentation,andcontrolaspectsoftheAFASwerereviewedbytheNRCandthattheNRCconcludedthattheSt.Lucie,UnitNo.1auxiliaryfeedwaterautomaticinitiationsystemcomplieswiththestaff'slongtermsafetygraderequirements,andtherefore,isacceptable.ThesafetyevaluationrecommendedtheadditionoftechnicalspecificationsaddressingthesurveillancetestingoftheAFASautomaticactuationlogic.Thisproposedtechnicalspecificationchangepackagecomplieswiththoserecommendations.AutomaticcontroloftheAuxiliaryFeedwaterActuationSystemwillbemodifiedtoincorporateatimedelayasdescribedinSection1.1,DescriptionofChangetotheAFWSystem.Twoclassesofevents,increasedheatremovalanddecreasedheatremoval,werere-evaluatedto'determineiftheywereaffectedbythischange.ThespecificFSAReventsre-evaluated,becausetheadditionoftheAFAShas.themostimpactofthem,weretheLossofFeedwatereventandtheSteamLineBreakpost-tripReturn-to-Criticalityevent.TheexistinganalysesfortheLossofFeedwatereventandtheSteamLineBreakpost-tripReturn-to-Criticalityeventarestillvalid,asdescribedbelow.2.1SteamLineBreakPost-TriReturn-toCriticalitTheSteamLineBreakpost-tripReturn-to-CriticalityAnalysiscanbeaffectedbychangesintheassumptionsfortheauxiliaryfeedwaterflowrateandthetimeanddurationofdelivery.Moreflow,deliveredsooner,couldadverselyaffecttheresults.TheeffectsoftheAFASontheSteam

LineBreakpost-tripReturn-toCriticalityanalysiswasevaluatedbyCombustionEngineering,thedesigneroftheAFASbycomparingtheCycle5analysisresultswiththoseobtainedafterchangingonlythoseassumptionsimpactedby'AFAS.Theseassumptionsarelistedinthetablebelow.Acomparisonbetweenthenewvaluesandthereferencevaluesshowsthatthereferenceanalysisjsconservative,inthatitassumesthesameauxiliaryfeedwaterflow,thesameAFASactuationsetpoint,andthesameminimumdelaytime.TheonlydifferenceisthatthenewAFAShastheabilitytoautomaticallyisolatetherupturedsteamgeneratoronhighdifferentialpressureensuringthatnoadditionalwaterisadmittedtotherupturedsteamgenerator.ThisfeatureoftheAFASmakestheCycle5SteamLineBreakanalysisconservative.ParameterRef.AnalysisWithoutAFASNewAnalysisWithAFASCommentS/GWaterLevelAFWActuationSetpointMinimumAFASDelayTimeMaximumAFWFlowRate62.596(NormalWaterLeve9180seconds1280gpm180secondsNoDifference1280gpmNoDifference62.596(NormalNoDifferenceWaterLeve9MaximumHighSGN/APAFWIsolationSetpoint530psid+ForHZPcase-Noimpact.ForFullPowerCaseIsolatesAFWflowtorupturedS/GpriortoAFASactuation.U+Notethatthe'530psidisolationsetpointrepresentstheTechnicalSp~ificationvalueplusinstrumentuncertaintiesintheconservativedirection.ThehighSGPAFWisolationsetpointwasevaluatedtodetermineifahystereticvaluewasrequiredtomaketheeffectsofre-initiatingAFWflowtotherupturedsteamgeneratoracceptable.ForthisanalysistherupturedsteamgeneratorwillbeisolatedwhentheSGPreaches530psid,andremainsisolateduntilthefeedwaterheaderPfallsbelow200psid.SincethefeedwaterheaderPdoesnotfallbelow200psiduntilwellafterthetimeofpeakreactivity,re-initiationofAFWisnotofconcern;therefore,ahystereticvaluefortheSGPAFWisolationsetpointisnotrequired..ExxonNuclearCo.hasperformedtheirsafetyevaluationbasedonthecurrentAFASandhasfoundtheCycle7analysistobebounding.FeedwaterlinebreakswerenotanalyzedforexcessiveheatremovalbecausethesteamlinebreakisthelimitingcooldowneventasstatedintheFSAR.2.2LossofFeedwater/FeedwaterLineBreaksLossofFeedwaterevents,includingFeedwaterLineBreaks,werepreviouslyevaluatedasaresultofpostTMIrequirements(NUREG-0737, IClf' ItemII.E.1.1).ThisevaluationshowedthattheLossofFeedwatereventwaslimitingfortheAFWsystem.ThisevaluationwassubmittedtotheNRCandapp'rovedintheNRC'sSE,transmittedviaNRCletterdatedSeptember14,1982(R.A.ClarktoR.E.Uhrig).ThisevaluationispresentlyreflectedinSection10.5oftheFSAR.AreevaluationoftheseeventsconfirmedthatthelossofmainfeedwaterwithlossoffoffsitepowerplusanactivefailureoftheAorBbatteryandahighenergylinebreakintheAFWsystemwasthemostlimitingwithregardstotheAFWsystemrequirements.Anevaluationofthisevent,plustheLossofFeedwateranalysisshowninSection15.2.8intheFinalSafetyAnalysisReport(FSAR)demonstratesthat,afterthestartoftheevents,atleasttenminutesareavailabletoverifyauto-startor,ifnecessarytomanuallyinitiateauxiliaryfeedwaterflowbeforesteamgeneratordryoutoccurs.ThenewAFASwillactuatetheAFWsystemautomaticaQywellwithinthetimeframedemonstratedasacceptableintheFSAR.Basedontheabove,theexistingLossofFeedwaterAnalysisintheFSARremainsboundingandnoadditionalanalysisisrequired.3.0SiificantHazardsConsiderationOnSeptember14,1982,NRCapprovedthechangestotheAuxiliaryFeedwater(AFW)SystematSt.LucieUnit1,whichweretobemadetosatisfyNUREG-073V,SectionII.E.1.2.BecauseSt.LucieUnit2wasbeinglicensedatthattimewiththesameauxiliaryfeedwateractuationsystem(AFAS)aswhatwasapprovedforSt.LucieUnit1,NRCallowedpostponementoftheimplementationofAFASonSt.LucieUnit1untiltheFall1985refuelingoutage,inordertoobtainoperationalexperiencewiththesystemonUnit2.St.LucieUnit1willbeimplementingthenewAFASduringtheupcomingrefuelingoutage,scheduledtobeginonOctober20,1985.TheonlydifferencebetweenthesystemapprovedbyNRCandthesystembeinginstalledistheadditionofatimedelay.Theadditionofthetimedelayon.thenewsystemperformsthesamefunctionasthecurrentlyinstalledtimedelay,i.e.,itdelaysactuationof.thesystemforapre-selectedperiodoftimeafterreceivinganactuationsignal(lowsteamgeneratorlevelsetpoint).TheproposedchangestothetechnicalspecificationsarenecessarytomeetNUREG-0737technicalspecificationrecommendationsinthatadditionalsurveillancerequirementsarenowspecifiedfortheAFWsystem.ThisissimilartoExample(ii)oftheexamplesofamendmentsthatareconsiderednotlikelytoinvolvesignificanthazardsconsiderations,containedintheCommission'sguidancefordeterminationofsignificanthazardsconsiderations,inthatthenewsurveillancerequirementsarechangesthatconstituteadditionallimitations,restrictions,orcontrolsnotpresentlyincludedinthetechnicalspecifications:forexample,amorestringentsurveillancerequirement.TheproposedchangetothesteamgeneratorlowlevelsetpointforAFWsysteminitiation(Table3.3-4Item7)isbasedsolelyontheadditionofnewleveltransmitterswithlessinstrumentuncertaintythanthosepresentlyinstalled.Theinputtothesafetyanalysesisunaffected.
