Re: St. Lucie Unit No. I Docket No. 50-335 Proposed License Amendment Safet Grade Automatic Auxiliar Feedwater Actuation S stem In accordance with IO CFR 50.90, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License DPR-67.

This amendment request contains those technical specifications needed to support the installation of the safety grade automatic auxiliary feedwater actuation system (AFAS), which is being installed during the upcoming refueling outage to satisfy NUREG-0737 section II.E.I.2.

The proposed changes are shown on the accompanying Technical Specification pages. A discussion of each change is included in the attached safety evaluation/no significant hazards considerations determination.

The proposed amendment has been reviewed by the St. Lucie Plant Facility Review Group and the Florida Power 8 Light Company Nuclear Review 8oard.

In accordance with IO CFR 50.9I(b)(l), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.

ln accordance with IO CFR 170.2I, a check is attached as remittance for the license amendment application fee.

Thompson, Jr., Director NRC letter of May l3, l982, requested that we provide a reanalysis of the core reactivity response to a main steamline break because the 3-minute time delay was not included in the AFAS design. However, as indicated in Section I.I of the attached safety evaluation, the 3-minute time delay has been included in the AFAS design and therefore, the previous analysis is applicable.

NRC letter dated December l3, l 982, requested that we provide a summary of the testing and trouble-shooting experience from the St. Lucie Unit 2 system. The St.

Lucie Unit 2 AFAS underwent preoperational testing during the startup phase.

The only significant deficiency identified during preoperational testing was setpoint drift associated with faulty setpoint potentiometers. This problem was investigated by Combustion Engineering, and the faulty components were replaced as necessary on both St. Lucie Unit, I and Unit 2 AFAS cabinets. Also, during routine surveillance testing at power, inadvertent actuations were experienced which were attributed to intermittent interposing relay contact closure.

Modifications were made to provide status indication of the interposing relay contact position to prevent further inadvertent actuations. The interposing relays have all been replaced with an upgraded relay design on St. Lucie Unit I, and are scheduled for replacement on St. Lucie Unit 2 during the Spring l986 refueling outage.
