potential violation of your U. S. Nuclear Regulatory Commission license issued under Title 10, Code of Federal Regulations, Part 55 (10 CFR.55).

On September 14, 1992, the NRC received a report from the Georgia Power Company regarding a positive test result for marijuana. This was reported to have occurred during follow-up testing which resulted from your previous violation. The NRC intends to gather more information regarding this i

Gibson, Director V0GTLE ELECTRIC GENERATING PLANT LICENSED OPERATOR POSITIVE DRUG TEST SEPTEMBER 1992 This letter replies to your letter of September 21, 1992, requesting additional details of the circumstances associated with a drug test taken on September 7, 1992. Attached to this letter are answers to the specific questions transmitted If, in your review of our responses, you need additional with your letter.

The September 7,1992 drug, screening was part of random testing of the involved reactor operator in accordance with Vogtle's Fitness-for-Duty Program (FFD). An initial drug test was completed February 4, 1992, and confirmed positive on February 7, 1992, as reported in previous correspondence to you (NOTS-1086, 12,1992, and NOTS-1096, dated February 21,1992). Our dated February understanding is that the NRC took enforcement action in accordance with Part 55 3

l as a result of this event (EA 92-044, issued to operator license OP-20583).

From February 4, 1992, until April 25, 1992, the involved operator was not assigned to shift duties and participated in rehabilitation in accordance with the FFD Program. As reported to you by letter NOTS-Il99 dated May 29,1992, the operator resumed shift duties on April 25, 1992. Subsequent to the initial positive drug tests, the operator was subject to increased, " random," follow-up testing; i.e., subject to testing on a frequency of approximately every month, randomly determined by date. The operator was also in the normal random drug testing program. Furthermore, the operator's immediate supervisors were aware of the initial positive test and, as part of overall supervisor training, had i

received specified guidance in the detection of symptoms or signs of drug use.
