VII. Management Interview A management interview was held in two parts. Part one was conducted on November 21, 1975. The inspector's tentative findings concerning the performance of the reactor coolant system hydrostatic test were discussed. Part two was held at the conclusion of the inspection, on November 22, 1975. The tentative findings discussed at part one of the management interview were finalized.

Hydrostatic Pressure Test of Reactor Coolant System
.
The inspector witnessed a portion of test procedure TP 7 1 200 04,
"RC System Hydrostatic Test."
The test was successfully completed t
at 3173 psig on November 23, 1975.
The test pressure was held for
-
11 minutes, which is one minute longer than required by USAS B31.7,
" Nuclear Power Piping Code," and then lowered to 2558 psig. The
'
!
pressure was held at 2558 psig while the piping system was monitored
- for leakage. The test pressure of 3173 psig was witnessed by
'
'
representatives of Florida Power Corporation. *
'
..The inspector noted that the two pressure gages used to measure
-
.
test pressure were calibrated on November 21, 1975, and the records i
revealed the gages to be within 0.25% of full scale (5000 psig).
A review of the data sheets and checklists revealed that the test procedure was being followed as prescribed.
Minor and major
'
-
,
changes required to conduct the test were processed as described-in Test Program Guide 1.1, Section 2.7.
i Discussions with operators and testing personnel revealed that they
,
were familiar with the test procedure.
Their actions were responsive and timely. The inspector observed data sheets being filled as
!
required by the test procedure.
Flow and piping drawings were available to indicate the test pressure boundary. A detailed log
'
was being maintained during performance of the test. The inspector aramined this record and had no questions.
To establish the pressure boundary for the test, a number of jumpers, vent rigs and special flanges were required to be installed. The
-
inspector verified the installation of several of these special modifications and examined the temporary test device records authorizing their installation. Also, it was noted that the part 9.4 of the test procedure covered restoration of the system following the test.
-
The inspector detected no deficiencies associated with the hydrostatic test.
