This file contained the detailed reports of fire inspec-tions performed from-1969 to date.

Two items of note concern report

items 69-16,. recommending the installation of lightning protection on the containment building; and 69-29, recommending the installation of a Halon 1301 fire suppressant system in the cable spreading room anJ fire stops on cables trays in certain specific areas.

Review was made of the FPC interoffice letter dated Septemb r 24, 1975, O'

subject, " Report of Review Analysis of the Atomic Energy C1' earing House (AECH) Report dated 8/4/75, of the TVA Brown's Ferry Facilities Fire." This letter delineated areas of concern which may apply to the Crystal River 3 facility and suggested precautionary measures to be investigated regarding additional fire prevention and control during construction and operation of the plant.

During a walk-through inspection of the plant, attention was directed to the fire protection equipment.

Locations and inspection frequency data were observed of the various types of fire extinguishing

equipment.

The licensee informed the inspector that a "Halon" fire suppressant

.

system was being provided for the cable spreading room.

Some

!

fire stops, for the electrical cable's penetration of concrete walls, were observed as being installed.

It was observed that a new lightning protection system was installed atop the containment

building.

Some thirty-nine lightning rods comprise the bulk of

,

the system atop the containment building.

No substantive deficiencies resulted from this inspection of the fire prevention and fire protection activities.-

Containment Building Structural Integrity Test and Integrated Leak Rate Test (SIT /ILRT)

The procurement file,

PR3-0018, for this effort was reviewed.

Documents indicated that WJE had perfor: sed similiar services at Ft. Calhoun, Unit 1:

Zion 1 and 2; Palisades; Point Beach 1 and 2; Indian Point 2; Zimmer 1: Turkey Point 3; and Oconee 1, 2 and 3.

During review

of the test details with the Test Supervisor it was noted that there was no " safety man" assignment on the test organizational /

functional personnel chart.

The Test Supervisor stated there would
