2. -Audits of Radiological Environmental Monitoring Contractors t

. a.

The radiological environmental monitoring. program is being

[

conducted by contract with the State of Florida Department of *

Health and Rehabilitative Services, Radiological and Occupational l

Health Section and the University of Florida Department of Environ -

mental Engineering.

The State of Florida has been conducting the

-

. program since 1969 while the University of Florida has been involved since 1971.

The inspector asked what audits, inspections or reviews had i.

been conducted of the contractors' programs and operations to

,

E assure that the contractors are capable of performing the work

,

and maintaining control of their activities. A licensee management

i representative stated that no audits had been conducted by

,_

- Quality Assurance personnel as the preoperational environ-

!

mental. monitoring program was not considered to be a safety related, activity.

He further stated that-the operational environ-mental monitoring program would be under the operational quality

'

-

assurance program and that later this year a program will be

developed which identifies those activities in the operational l

environ-ental monitoring program which are considered to be safety

related and which implements the quality assurance program.

A licensee representative stated he was not aware of any inspections r

or audits which had been made but that the matter would be reviewed I.

and, if no records were available, audits or-inspections would be j

initiated.

Licensee management concurred with this action.

Initial Calibration of Meteorology Facility k

A new meteorology facility was installed on the site in December 1974, j

to conform to Regulatory Guide 1.23.

The instrumentation'was installed l

by Climet Instruments Company.

Data are being collected and sent to a

meteorology consultant for analysis to obtain one year of data prior to receipt of an operating license.

The inspector asked a licensee representative if the instrumentation

had been. calibrated prior to1the start of data collection,as there

-were no calibration stickers on the instruments, and if the calibration j-records were in.the possession of the licensee.

After investigating

,

the matter, a licensee representative advised the inspector that the

'

'. initial calibration o' the instruments had bee-74rformed by Climet

-

. Instruments Company but that the calibration p.ocedures and records were not in the-possession of the licensee.

The representative further

stated that the calibration procedures and records would be requested

procedures and records had been requested and were expected to be

received during the week of February 3, 1975. A licensea repre-sentative stated that when the records were received they would be

'

reviewed for adequacy and any additional action needed would be initiated.

Licensee management concurred with this action.

4.

Periodic-Calibration of Meteorology Facility

,

,

FSAR Section 2.3.3, Onsite Meteorological Measurements Program, describes the meteorology facility which was formerly installed

-

and states, ir. part, "FPC personnel.... perform routine maintenance

.

and calibration on a quarterly basis...." In response to a

.

question by the inspector, licensee representatives stated the new

-

meteorology facility would also be calibrated on a quarterly' basis.'

However, the licensee representatives stated that the program and

,

procedures for the quarterly maintenance and calibration had not been prepared pending receipt of the initial calibration procedures and results from Climet Instruments Company (see paragraph 3-above).

Once the material is received, a program will be developed by FPC in conjunction with the meteorology consultant.

Licensee management concurred with this action.

b.

At the present time, checks are being made of the facility for

,

(,,

operability three times a week and a weekly surveillance check is made in accordance with procedure SP-157, " Meteorological System Surveillance." Licensee representatives stated that these checks will continue on through operations.

c.

The inspector emphasized to licensee representatives tne need to develop the maintenance and calibration program in a timely manner so that no gaps develop in the callection of meteorology data and the commitment for one year of meteorology data is met.
