As a result of that review, we conclude that such a census should be in:1uded, and have prepared a model specification (see enclosure).

shall be conducted at the beginning and at the middle of j.
the grazing season to determine their location and number l

The census shall be conducted
,- M under the following conditions:

1.
Within a 1 mile radius from the plant site or this 15 mrem /yr isodose line*--whichever is larger: A door to: door er equivalent counting technique shall be utilized.
2.
Within a 5 mile radius for cows and a 15 mile radius for goats:
Enumeration using referenced information from such as county agricultural agents or other raliable sources.
If it is learned from this census that milk producing animals are present at a location which yields a calculated infant thyroid dose' greater. than from previously sampled l;
animal 3, the new location shall be added to the surveillance prcgram as soon as practicable **.
The sampling location having the lowest calculated dose may then be dropped frcm the surveillance program.at the end of the grazing season 2s during which the census was conducted.^ Also, any location from which milk can no longer be obtained may be dropped 6'
from the surveillance program after not,1fying the. NRC c
in writing that allk producing animals are no longer present at tha t location.
