Good afternoon Adam,

By letter dated August 19, 2022 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML22231B055), as supplemented by letter dated January 20, 2023 (ML23020A902), Southern Nuclear Operating Company (SNC, the licensee) submitted a license amendment request (LAR) for Edwin I. Hatch Nuclear Plant (HNP), Units 1 and 2. The proposed LAR revises Technical Specifications (TS) Table 1.1-1 MODES to relax required number of fully tensioned reactor pressure vessel head closure bolts.

By email dated September 15, 2022 (ML22258A153), the NRC staff accepted the LAR for review and estimated that the LAR would take approximately 305 hours0.00353 days <br />0.0847 hours <br />5.042989e-4 weeks <br />1.160525e-4 months <br /> to complete by March 24, 2023, based on the information provided in the LAR and the pre-submittal meeting held on August 1, 2022 (ML22243A191). By email dated January 30, 2023 (ML23033A028), the NRC staff revised the estimated hours from 305 hours0.00353 days <br />0.0847 hours <br />5.042989e-4 weeks <br />1.160525e-4 months <br /> to 422 hours0.00488 days <br />0.117 hours <br />6.977513e-4 weeks <br />1.60571e-4 months <br />, based on the complexity of the LAR review along with the need for a regulatory audit (ML22320A072). By email dated March 05, 2023 (ML23065A092), the NRC staff revised the estimated completion date to September 15, 2023, and the estimated hours from 422 hours0.00488 days <br />0.117 hours <br />6.977513e-4 weeks <br />1.60571e-4 months <br /> to 650 hours0.00752 days <br />0.181 hours <br />0.00107 weeks <br />2.47325e-4 months <br />, due to emergent challenges in the LAR review.

The purpose of this email is to officially inform you that the NRC will not complete its LAR review by September 15, 2023 and within the 650 hours0.00752 days <br />0.181 hours <br />0.00107 weeks <br />2.47325e-4 months <br /> estimated due to (1) changes to the scope of review requiring re-noticing in the Federal Register, and (2) substantial issues identified during the review that necessitates another round of request for additional information (RAI).

The NRC staff now estimates that this licensing request will take a total of approximately 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> to complete. The NRC sta ff now expects to complete its review by March 15, 2024.

These estimate(s) could change due to several factors such as requests for additional information and an unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager. The change in the estimated completion date and resources was discussed with and approved by the Director for the Division of Operating Reactor Licensing.
