SUPPLEMENTAL AFFIDAVIT OF ALECK W. SERKIZ REGARDING DAARE/ SAFE CONTENTION 9(a)

1. I, Aleck W. Serkiz, being duly sworn, state the following. I am a Senior Task Manager in the Generic Issues Branch, in the Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Comission. A copy of my professional qualifications is already on file in this proceeding.
2. The purpose of this affidavit is to supplement my affidavit on DAARE/ SAFE Contention 9(a), which accompanied the Staff summary disposition motion of June 4,1982, to account for new information first provided in Commonwealth Edison's sponsored affidavits of Leslie A. Bowen, Richard Pleniewicz, and Robert W. Carlson, which were filed on June 7 following my affidavit.
3. These affidavits, particularly that of Robert W. Carlson, refer to a water hammer event believed to have occurred at the KRSK0 Nuclear Power Plant in Yugoslavia during hot functional testing in July 1981 and cite examinations revealing small permanent displacement of some feedwater bypass piping and some bulging in the area of the secondary shield wall. Discovery of damage is given as August 1981.

. s 4 The Staff does not have precise details of the KRSK0 plant occurrence. Efforts are underway to obtain such information, as well as damage inspection details, plant operating s conditions and corrective measures taken. Therefore, the Staff has not determined the applicability of this event to Byron, specifically, or, generically to other domestic plants utilizing type D steam generators. . a,

5. Whereas the KRSK0 event indicates that a water hammer (or steam bubDie collapse) can occur in a preheat model steam generator, preoperational testing of a preheat steam generator'in the McGuire Plant (instrumented for detecting steam bubble collapse) did not reveal water hammer occurrence (as noted in my June affidavit).

Generic evaluations of water hammer occurrences show a randomness of occurrence, many of the water hammer occurrences being in the preoperational phase. Thus, both generic, and plant-specific assessments of the relative significance of the KRSK0 event will be made upon receipt of information requested from the Applicant and Westinghouse concerning this event. Neither the U.S.

occurrences (where principal damage has been to pipe hangers, snubbers and pipe movement), nor the KRSK0 event, have resulted in failure of the pressure ? mnAry (except the Indian Point-2 event in 1973). Additi W:4 /, release of radioactive material has been attributed to any water wcmer event in the U.S.

6. The adequacy of the water hanner protection features will be verified during preoperational testing as noted in section 10.4.7 of the Byron SER, with which I concur and hereby cdopt as part of my testimony on contention 9(a).

As further noted in Section C.5(A-1) of the Byron SER, in the event that significant water hammer scenarios are identified in the course of resolving Task A-1, (water haniner), which have not been explicitly accounted for in the design and operation of Byron, corrective measures will be required at that time.

7. Therefore, along these lines, the Applicant's intent (as noted in the affidavit of Leslie A. Bowen) to instrument for detection of steam pocket formation, and alerting the operators, appears a prudent step for identifying potential conditions which might result in a water hammer event. Pending our evaluation of the KRSK0 event , we have not identified a need for requiring any additional measures beyond those already noted in the Byron SER.
