AFFIDAVIT OF MONTE P. PHILLIPS RECARDING APPLICANT MOTION FOR

SUMMARY

DISPOSITION OF DAARE/ SAFE CONTENTION 3(e) DEALING WITH WORST CASE WEATHER EVACUATION PLANNING

1. I, Monte P. Phillips, being duly sworn, state as follows. I am an Emergency Preparedness Analyst in the Emergency Preparedness Section, Emergency Preparedness and Program Support Branch, Division of Emergency Preparedness and Operational Support, NRC Region III. A copy of my professional qualifications is attached.
2. I have read the Applicant's motion for summary disposition of Contention 3 and accompanying affidavit of John C. Golden and concur with the material facts pleaded therein.
3. The purpose of this affidavit is to address the Staff position on the Applicant's motion for summary disposition for that aspect of DAARE/ SAFE Contention 3, subpart (e) regarding worst case weather evacuation planning.

evacuate, this decision also incorporates an assessment that the evacuation could be completed before the release significantly reaches the affected areas. To perform this assessment, the Applicant utilizes an evacuation time estimate. The Applicant has included only one best estimate general population evacuation time estimate in their emergency plan. Byron Annex at BYA 6-7. A preliminary review conducted by the NRC Staff identified several areas where additional information was necessary to complete our evaluation of the adequacy of the time estimates presented in the plan.

By letter dated March 11, 1982, the NRC Staff requested that the Applicant provide this information for review. The Applicant has committed to provide these revised evacuation time estimates during August 1982.

The foregoing and accompanying qualifications statement are true and correct to the best of my knowledge.
