LICENSE RENEWAL STANDARD REVIEW PLAN WORKING DRAFT

Dear Mr. McCollum Jr.:

An updated working draft of the Standard Review Plan for license renewal (SRP LR) was placed in the Nuclear Regulatory Commission's (NRC's) Public Document Room by NRC memorandum, J.W. Roe to S.J. Co" ins, dated September 21,1997. This working draft was revised to reflect (1) the final amended 10 CFR Part 54, (2) experience gained from the NRC staffs review of plant specific and owners group reports, (3) experience gained from development of the draft license renewal regulatory guide (RG LR) and Nuclear Energy Institute (NEI) guideline, NEl 95-10, and (4) new guidance on selected technical topics.

The staff intends to use the working draft SRP LR as an aid in reviewing license renewal submittals received from Duke Power Company (Duke), other licensees, and owners groups.

Duke is encouraged to review the working draft and use it in the development of license renewal submittals. The working draft SRP LR is intended to be a living document which the staff will revise as it gains experience from the ongoing reviews.

The staff is not soliciting comments on the SRP LR working drai at this time. Public comments

, will bo officially requested in a Federal Reoister notice when the draft SRP-LR is issued. In the interim, the staff plans to focus on plant specific and owners gloup reviews of actual plant structures and components to gain needed experience with implementation of the rule and the working draft of the SRP-LR. As discussed in SECY 97118, the staff intends to gain additios:al experience before proceeding with formal approval of the SRP LR and regulatory guide for license renewal. During the review of technical reports and initial renewal applications, the staff, licensees, owners groups, and other interested parties will identify technical and proceduralicsues resulting from the trial application of the working draft of the SRP LR. The staff will develop revisions to the working draft in conjunction with the resolution of issues related to the staffs evaluation of the particular affected technical reports or renewal applications. At appropriate times, the staff will correspond with the Nuclear Energy Institute (NEI) and will arrange public meetings to address (1) the generic aspects of both technical and t
