SUMMARY

FOR LICENSE AMENDMENT REQUEST - REVISION OF THE EMERGENCY PLAN TO SUPPORT RELOCATION OF THE TECHNICAL SUPPORT CENTER (EPID L-2022-LLA-0167)

Dear Mr. Stoddard:

By letters dated November 18, 2022 and May 31, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22322A182), and ML23167B007, respectively, Virginia Electric and Power Company (Dominion Energy Virginia, the licensee) submitted a license amendment request (LAR) to revise the Emergency Plan for Surry Power Station (SPS), Units 1 and 2. Specifically, the LAR proposed to relocate the Technical Support Center (TSC) from its current locations adjacent to the Main Control Room (MCR) to the building outside the Protected Area (PA) that were used previously as the site Local Emergency Operations Facility (LEOF).

To enhance the review of the licensees request, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a site audit which was completed on June 14, 2023. The NRC staff performed the audit to examine the licensees non-docketed information, as needed, and the site configuration with the intent to gain a better understanding of the LAR, verify information, and to identify any information that may require docketing to support the NRCs basis for a licensing decision. A summary of the regulatory audit is enclosed. The audit was conducted in accordance with the audit plan that was provided to the licensee by letter dated May 10, 2023 (ML23117A095).

SUMMARY

TO SUPPORT REVIEW OF THE LICENSE AMENDMENT REQUEST TO SUPPORT RELOCATION OF THE TECHNICAL SUPPORT CENTER VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-280 AND 50-281

1.0 BACKGROUND

This audit was conducted with the intent to: (1) examine the plant configuration and evaluate any information not included in the submittal(s), (2) increase the U.S. Nuclear Regulatory Commission (NRC) staffs understanding of the license amendment request (LAR), and (3) identify any information that may require docketing to support the NRC staffs regulatory finding.

By letters dated November 18, 2022 and May 31, 2023 (Agencywide Documents Access and Management System Accession No. ML22322A182), and ML23167B007, respectively, Virginia Electric and Power Company (Dominion Energy Virginia, the licensee) submitted a license amendment request (LAR) for the Surry Power Station, Units 1 and 2 (Surry). The amendment proposed to relocate the Technical Support Center (TSC) from its current location adjacent to the Main Control Room (MCR) to the building outside the Protected Area (PA) that were used previously as the site Local Emergency Operations Facility (LEOF).

The NRC staff performed a preliminary review of the LAR and determined that a regulatory audit would assist in reviewing the licensees LAR and timely completion of the review. The regulatory audit was performed consistent with NRC Office of Nuclear Reactor Regulation Office Instruction LIC-111, Revision 1, Regulatory Audits, dated October 31, 2019 (ML19226A274).

2.0 AUDIT ACTIVITIES The NRC staff conducted a site audit and walkdown of the plant configuration to support the LAR on June 14, 2023. An audit plan was provided to the licensee by letter May 10, 2023 (ML23117A095) which contained the subject areas, an outlined schedule, logistics for the audit and a detailed checklist for the system/plant walkdown (Appendix A of the audit plan).

The list of documents that were examined by the audit team is provided in Section 4.0 below.

The audit activities were comprised of accessing the facilities for the staffs review and a walkdown of the existing TSC and the proposed TSC, with licensee representatives from operations, engineering, facilities, and emergency preparedness.

4.0 DESCRIPTION

SUMMARY

OF OBSERVATION Site Audit and Facility/System Walkdown On June 14, 2023, the NRC staff participated in a detailed discussion of the above topics in the audit plan and completed a walkdown of related facility/systems discussed in the LAR. The site walkdown was sufficient to support completing the NRC staff review. During the audit exit meeting, the NRC staff indicated that there will no requests for additional information (RAIs) related to the site audit. Detailed review of the LAR submittal and its supplement and supporting engineering and technical information is ongoing and may require RAIs.

5.0 AUDIT CONCLUSION The site audit was completed on June 14, 2023.
