Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Technical Specification Change Mechanical Snubbers

Dear Mr. Denton:

South Carolina Electric and Gas Company (SCE&G) hereby requests a revision to Technical Specification Table 3.7-4b, " Safety Related Mechanical Snubbers," as shown on Attachment I. These changes have been determined to be necessary as a result of recent Feedwater System modifications and an engineering evaluation which was conducted to identify Mechanical Snubbers essential to plant  ;

safety, as addressed by the subject Technical Specification basis.

Subsequent to installation, all snubbers included on the revised Table 3.7-4b have been subjected to the same examination and testing program as the Mechanical Snubbers previously identified in the Table.

SCE&G has determined that a finding of no significant hazards consideration is appropriate in that additional requirements are being added to the Technical Specifications.

This change has been reviewed and approved by our Plant Safety Review Committee (PSRC) and the Nuclear Safety Review Committee (NSRC). A check in the amount of Four Thousand Dollars

($4000.00) is enclosed for processing this change.
