Dear Sir:

T This application for an amendment to the James A. FitzPatrick Technical Spochications requests an extension to the fire barrier penetration surveillance interval.

Technical Specification 4.12.F.1.a requires that fire barrier penetration' seals be visually ,

inspected once every 18 months. The Authority is requestirip a 3 month extension until -

May 15,1992 to completo these fire banler inspections. This would_bo a onetimo extonslon for the current interval only, At an August 2,1991 meeting with the NRC's Region I staff, the New York Power  :

Authoilty committed to complete a full baseline ber'or seal inspection not later than 30 '

days after startup from the 1993 refuel outage (Reic49nce 1). The Authority accelerated -

its baseline irspection schedule by 18 months to run concurrently with the fire barrier -

ponotration seal Inspections required by Technical Specifications 4.12.F.1.a. Each of -  ;

those inspections takes longer because the baseline inspection requirements are moro

detalled than those previously employed at FitzPatrick. The first fire barrier penetration soal was inspected on November 8,1991. .-
