Application for Amendmeni of Operating License Enclosed please find Omaha Public Power District's (0 PPD) " Application for Amendment of Operating License" which seeks to amend Specifications 2.8, 3.2 (Table 3-5), 4.4.2, 5.10.3, and Figure 2-10 of the Fort Calhoun Unit No. 1 Technical Spe:ifications. The changes requested will allow an increase in the number of spent fuel assemblies which may be stored in the Spent Fuel Pool upon completion of modification to the Spent Fuel Pool storage racks. These changes -

are consistent with the NRC "0T Position for Review and Acceptance of Spent Fuel Storage and Handling Applications."

Attachment A contains a markup reflecting the requested changes of the Technical Specifications. Attachment B provides the " Discussion, Justification and No Significant Hazards Consideratitas, " and Attachment C provides a licensing report from OPPD's contractar, Holtec International. A comparison between the NRC position paper and the licensing report is included with the licensing report.

OPPD respectfully requests approval of these proposed changes by May 27, 1993, in order to allow fabrication of the racks to begin in June 1993. It is also requested that the implementation of the proposed changes to the Technical Specifications not occur until completion of the necessary modifications.
