NUCLEAR FUEL SERVICES, INC. - INTERIM APPROVAL OF DECOMMISSIONING COST ESTIMATE AMOUNT (ENTERPRISE PROJECT IDENTIFER L-2021-DFA-0009)

Dear Tim Knowles:

We have reviewed your updated decommissioning cost estimate submitted by letter dated November 30, 2021 (Agencywide Documents Access and Management System (ADAMS)

Accession Number ML21343A049). We approve the updated estimate of $351 million for the cost of decommissioning. Specifically, we find that the cost estimate reflects the cost of an independent contractor to perform decommissioning activities, is based on unrestricted use, includes an adequate contingency factor, and identifies and provides justification for key assumptions. We request that you submit the following documents within 30 days of the date of this letter:

  • Signed originals of the financial instruments that guarantee the funds, and
  • An updated certification of financial assurance.

Your submittal was assigned Enterprise Project Identifier (EPID) L-2021-DFA-0009. The EPID is considered CLOSED. A new EPID will be assigned for the review and approval of updated financial assurance instruments and an updated certification of financial assurance. Our safety evaluation report is enclosed.

In accordance with Title 10 of the Code of Federal Regulations Section 2.390 of the U.S. Nuclear Regulatory Commissions (NRC) Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from ADAMS. The PDR is open by appointment only. You may submit your request to the PDR via email at PDR.Resource@nrc.gov or call 1-800-397-4209 between 8:00 a.m. and 4:00 p.m. (EST), Monday through Friday, except Federal holidays.
