ADDITIONAL SCHEDULE REVISION FOR U-METAL LICENSE AMENDMENT -

ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2021-LLA-0213

Dear Timothy Knowles:

The U.S. Nuclear Regulatory Commission (NRC) staff received the application from Nuclear Fuel Services, Inc. (NFS), dated November 18, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21327A099), for a license amendment request (LAR) related to the uranium purification and conversion (U-metal) services proposed at the facility. The application was assigned Enterprise Project Identification Number L-2021-LLA-0213.

By letter dated June 23, 2023 (ML23172A245), the NRC staff provided NFS a revised date of October 2, 2023, that was anticipated for completing the formal review of the U-metal LAR. In that letter, the staff also referenced an unresolved safety issue related to the treatment of natural phenomena hazards (NPH) for the U-metal project. A detailed discussion of the NPH issue occurred during a public meeting on June 29, 2023 (ML23206A171). To address the NPH safety issue, NFS supplemented its U-metal LAR by letter dated August 25, 2023 (ML23244A053), and a clarification call was held on September 7, 2023. By memorandum dated September 15, 2023 (ML23258A073), NFS submitted an additional page change for NRC review in an effort to resolve the NPH safety issue.

Based on the actions discussed above and our projection of current review schedules, the NRC staff now anticipates completing our formal review of the U-metal LAR by November 15, 2023.

This date could change depending on the resolution of the NPH safety issue, findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this revised schedule.
