STAFF ASSESSMENT OF OFFICE OF THE INSPECTOR GENERAL EVENT INQUIRY INTO THE U.S. NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE AUXILIARY FEEDWATER SYSTEM AT DIABLO CANYON NUCLEAR POWER PLANT, OIG CASE NO.20-025 This memorandum transmits the staffs review of the event inquiry by the Office of the Inspector General (OIG) into the U.S. Nuclear Regulatory Commissions (NRC) oversight of the auxiliary feedwater (AFW) system at Diablo Canyon Nuclear Power Plant (DCNPP) (OIG CASE No.20-025, dated March 25, 2022). It assesses the reports findings, observations, and assertions using established inspection policy and interim guidance. This memorandum provides recommendations for actions to take as a result of this inquiry.

First and foremost, the staff agrees that the licensee has remedied the AFW system failure and DCNPP continues to operate safely (inquiry, page ii), based on the inspection and performance indicator evaluation (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML22054A263). The NRC continues to have reasonable assurance that DCNPP is operating safely. In addition, the Reactor Oversight Process and its associated inspection program continue to provide reasonable assurance of adequate protection of public health and safety. The NRC regional and headquarters staff are confident that the DCNPP resident inspectors appropriately completed the 2020 inspection under IP 71111.04, Equipment Alignment, dated December 20, 2018 (ADAMS Accession No. ML18047A019), in accordance with NRC inspection manual direction and additional oversight guidance related to the Coronavirus Disease 2019 (COVID-19) public health emergency.

The NRC continues to have confidence in the training, qualification, and professionalism of the inspectors involved in this inquiry. The staff offers clarifying comments on the specific findings and observations of this inquiry, including potential areas to further improve inspector training, and for clarification in inspection procedures.
