Dear Ms. Brock:

This letter is to inform you that the Federal Emergency Management Agency (FEMA) has completed its Disaster Initiated Review (DIR) of the State of Louisiana and local offsite response organizations continued capability to respond to an incident at the Waterford 3 Steam Electric Station following landfall of Hurricane Ida. As a result of the storm, St. John the Baptist Parish, St.

Charles Parish, and local jurisdictions within the 10-mile Waterford 3 Steam Electric Station emergency planning zone required major protective actions and response efforts by the Federal government, State of Louisiana, and local jurisdictions, prompting a DIR.

On September 2, 2021 FEMA Region 6 conducted a virtual DIR to assess offsite emergency preparedness within the Waterford 3 Steam Electric Station 10-mile emergency planning zone.

Discussions with representatives from the Louisiana Governors Office of Homeland Security, Louisiana Department of Environmental Quality, St. John the Baptist Parish, St. Charles Parish, and the Waterford 3 Steam Electric Station have concluded that offsite radiological emergency preparedness is adequate to provide a reasonable assurance determination, with the State of Louisianas support, and that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at the Waterford 3 Steam Electric Station.

Based on the review of this information, FEMA concludes that offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at the Waterford 3 Steam Electric Station. At this time, FEMA is not aware of any unresolved offsite emergency preparedness issues around Waterford 3 Steam Electric Station. Therefore, we have no objections to plant startup and full-power operations.
