Dear Mr. Rosenthal:

l The Nuclear Regulatory Commission staff has received your letter dated October 9,1996,

which is in response to our June 25,1996 letter. We have reviewed your submittal, i which contains a Notice of. Amendment to the Irrevocable Letter of Credit, and have i determined that this package satisfies our concerns with the automatic renewal of the Letter of Credit. As indicated in your letter, our concerns contained in paragraphs 2,4, and 5 of our June 25,1996, letter were not addressed. . These issues continue to be of j concern to NRC staff and need to be resolved. Please contact me to arrange a conference i call to discuss these concerns.
