Dear Mr. Orlando:

i BWSI has received the approved scaling factors for use in the Outfall 3 area (Reference (c)). In accordance with References (a) and (b), BWSI has prepared a Final Survey Report (attached) for the 1996 remediated areas and hereby requests NRC approval for release for unrestricted use of gg this limited area of Outfall 3. This request is limited to that portion of Outfall 3 remediated in IV 1996 (approximately 50 square meters).
Once the area is released for unrestricted use, BWSI will backfill and stabilize the 1996 remediated area as discussed in Reference (b). This action will provide for greater worker safety and allow the removal of erosion and sedimentation controls presently in place at Outfall 3.
' As per our plan and previous letters, the final characterization, remediation (if necessary), f~ mal survey, and backfill of remediated soils beneath Outfall 3 are presently scheduled to be performed after Building A is dismantled and concurrent with the soil remediation in Project l
