RESULTS OF RES FIRST QUARTER 1986 PROGRAM REVIEW OF APRIL 7,1986 The EDO provided the following guidance during the meeting:

1. Source Term:

The contractor's (Sandia) report on the two recent iodine chemistry .

t-tests they conducted for NRC should clearly state any technical '

limitations / caveats that should be applied to the use of the data /results.

2. Source Tem:

Since NUREG-0956 is about to be issued in final, it was agreed that there was really no need to fund the grant proposal submitted by ANS to update their source term paper.

3. Nuclear Plant Analyzer:

A letter should be sent to NRC reactor licensees / owners' groups advising them of the development of the nuclear plant analyzer and offering to schedule seminars / briefings on its capabilities, and requesting any .

expression of interest (work with NRR).

4. Seismic Monitoring:

Brief the DED0 (NRR should attend) on the status and funding options available to continue the Seismic Monitoring Program for the Eastern anc; Central U.S. The options should include some type of joint program with reactor licensees which would take advantage of utility funding. (See attachedmemos.)

5. Commission Briefings:

Schedule, through T. Rehm, quarterly briefings to the Comission on specific research programs beginning in June 1986. The first briefing to be on the Engineering Research Program.

6. Residual Radioactivity:

There appears to be a probable problem of timing with EPA in regard to development of Federal Standards for releasing decontaminated lands and structures and recycle vice NRC's rules. RES is requested to evaluate the situation and advise IDO - either verbally or by memo - as to whether ED0 should take any action through the Commission to expedite.
