FUNDING FOR SEISMIC MONITORING NETWORK

I.

I have recently learned that RES plans to discontinue funding of seismographic monitoring stations in the. Central and Eastern United States beginni.ng in FY 1988. My understanding is that (1) the seismic monitoring program is currently funded at about $2.S'm1111on per year through the end cf FY 1987; (2) about 75%

of the seismic monitoring stations in the Central and Eastern U.S. are funded i by NRC; and (3) discussions with USGS regarding the transfer of these monitoring

}- stations to USGS have ceased since NRC decided not to provide funding to upgrads

,g. the monitoring equipment ($1 million per year for 5 years).

I would like to meet with you and D. Eisenhut to discuss the effect that not i funding the seismic monitoring program after FY 1987 will have on NRC's ability to:

evaluate the ground accelerations used in establishing safety margins for some of the older operating reactors; revise Appendix A to Part 100; and l

fulfill its day-to_ day responsibility for licensing and i regulatory oversight of reactors, especially detemining/

} assessing safety impacts subsequent to an actual earthquake.
