RESULTS OF NRR FIRST QUARTER 1986 PROGRAM REVIEW 0F APRIL 14, 1986 The EDO provided the following guidance:

1. GIMS(NRR):

NRR should assure that project managers are aware of their responsibility to be fully cognizant of the regulatory requirements that have been placed on the reactors to which they are assigned. EDO desires, by April 20, a schedule for completion of loading data into the GIMS which also notes principle milestones.

2. TechnicalSpecifications(NRR):

NRR should provide to Jack Roe, by April 21,1986 (for inclusion in an upcoming ED0 speech), several paragraphs encouraging industry to participate in the Tech Spec Improvement Program.

3. Performance Indicators (IE):

IE has the lead NRC responsibility for performance indicators. The staff .

is not to conduct any performance indicator work unless it is coordinated with IE. The program planned by IE to coordinate performance indicators should be fully implemented by July 1, 1986.

4. SCRAMS:

NRC programs to look at ways to reduce reactor SCRAMS should be focused on automatic SCRAMS. NRC's programs should not try to reduce l manual SCRAMS. '

5. Standardization (NRR):

ED0 will schedule a briefing on the next steps for the Standardization Policy Statement, given the proposal recommended by OPE.

7. Advance Reactors (NRR/RES):

Provide ED0 a proposal for dedicating the necessary FTE, beyond those now assigned, to stay effectively abreast of Advance Reactors issues. ED0 noted that we may have undercut FTE in this area; he has no problem with funding level. NRR provide suspense date to M. Bridgers by April 20.
