CALL FOR NRC AWARDS NOMINATIONS j
Nominations are invited for the following awards.
Distinguished and Meritorious Service Awards The Distinguished Service Award is the highest honorary award this Agency can grant to an individual employee. As in the past, the Commission wants to single out and recognize those employees who have met the challenges presented the Nuclear Regulatory Coninission in a manner which best exemplifies the spirit and skills required.
Like the Distinguished Service Award, the Meritorious Service Award, the second highest individual honor award granted within the NRC, recognizes employees' outstanding accomplishments and excellent achievements in performing assigned duties. Achievements warranting consideration for the Meritorious Service Award must have NRC-wide significance, but need not be of the level of significance of those achievements warranting consideration for the Distinguished Service Award.
Offices rerorting to the Commission should submit nominations for the Distinguished Service Award and the Meritorious Service Award directly to the Commission. All other Offices should submit such nominations to me.
Equal Employment Opportunity Award The Equal Employment Opportunity Award recognizes employees who have excelled in their efforts to promote equal employment opportunity through their leadership and/or commitment and who have encouraged others to work to assure the right of equal opportunity to all employees. Nominations for the Equal Employment Opportunity Award from all Offices should be submitted to William Kerr, Director, Office of Small and Disadvantaged Business Utilization / Civil Rights.

' NRC Management Excellence Award The NRC Management Excellence Award is a new award that recognizes managers and supervisors who have demonstrated outstanding managerial accomplishments. This award may be awarded in conjunction with or in addition to other awards. Offices reporting to the Commission.should submit nominations directly to the Comission. All other Offices should submit such nominations to me.
NRC and Regional Resident Inspector of the Year Awards The Regional Resident Inspector of the Year Award recognizes Resident Inspectors in each Region for meritorious achievements which substantially contribute to the accomplishment of NRC's mission to ensure the safe construction, startup, and operation of nuclear power plants. The Regional Resident Inspector of the Year in each Region will be selected by the Regional Administrator with the concurrence of the Director, Office of Inspection and Enforcement. Additionally, one of the recipients of the Regional Resident Inspector of the Year Award will be selected by the Commission to receive the further honor of the NRC Resident Inspector of the Year Award.
The eligibility criteria and the format for submission of nominations are attached. Nominations for these awards must be submitted no later than May 30, 1986.

NRC HONOR AWARDS A.
General. NRC Honor Awards are designed to recognize employees or groups of employees for heroic acts, distinguished career-oriented achievements, or contributions that have greatly benefited the Government. Honor awards are usually the most appropriate form of recognition for:
1.
an employee whose achievements have built up over the years; or 2.
a large group of employees where the individual share of a cash award would be very small.
No employee or group of employees may be given more than one NRC Honor Award for the same contribution. This restriction may be waived by the Chairman or the E00, as appropriate. Several contributions may be grouped to form the basis for a higher-ranking award. An honor award may be accompanied by a cash award when the contribution deserves extra recognition. Acceptance of an NRC award does not affect the recommendation or nomination of any individual for a nonagency award based on the same contribution.
B.
Commission's Distinguished Service Award. NRC's highest honor award for an individual is granted by the Commission on a highly selective basis for distinguished service and excellent achievements or contributions of major significance that are clearly and demonstrably greater than normally would be expected in performing assigned duties and when other forms of rec-ognition by the NRC would be inadequate. Such achievements must have NRC-wide significance.
1.
Eligibility Criteria. All employees are eligible to receive the Commission's Distinguished Service Award. This award is granted to an employee who:
a.
has made unique or notable contributions which clearly distin-guish job performance and achievements from those of other highly qualified competent employees in the same areas of work activity, with performance which exceeds the requirements for the Meritorious Service Award. For example:
(1) outstanding activities in direction, leadership, or skill in devising or implementing the operation of a basic NRC program; (2) outstanding service and activities in a scientific or technical field contributing to the advancement of nuclear regulatory safety and/or engineering; i

(3) outstanding activities in professional staff functions which provided a major contribution to the management, guidance, and support of NRC operational programs; or (4) unique and/or notably creative service which is marked by exceptional success in meeting high-level responsibilities in a manner to reflect credit on the NRC.
b.
Employees nominated but not selected for this award may be considered for the NRC Meritorious Service Award, if appropriate.
c.
The occasion of an employee's retirement, transfer, or long periods of service do not constitute sufficient basis for this award.
2.
Submission of Nominations a.
Annual calls for nominations are issued by the Executive Director for Operations (ED0) to Office Directors / Regional 1
Administrators.
b.
Offices reporting to the Commission should submit nominations directly to the Commission. All other Offices / Regions should submit nominations to the EDO.
c.
Nominations are reviewed and approved in accordance with NRC Manual Chapter 4154-03 chart. The ED0 is responsible for providing additional information and staff support, if requested.
d.
Nominations should be prepared in an original and two copies under a heading: Nomination for the Commission's Distinguished Service Award. The following information should be included:
(1) nominee's name, position title, brief description of duties, and org nizational location; (2) justification for nomination, including dates of performance period; and (3) statement of achievement (not to exceed 50 words) to appear on citation.

Description and Presentation of Award a.
The Commission's Distinguished Service Award consists of a citation or scroll signed by the Commissioners, a gold medal inscribed with the recipient's nane, and a lapel ornament which is a miniature of the gold medal.
b.
The Commission's Distinguished Service Award shall be presented by the Chairman and the Commissioners at the Annual Awards Ceremony.
C.
NRC Meritorious Service Award. NRC's second highest honor award for an individual is granted to an employee for meritorious and outstanding achievements or services of an unusual value which substantially contribute to the accomplishment of NRC's missions or assigned major work programs. Such achievements must have NRC-wide significance.
1.
Eligibility Criteria. All employees are eligible. This award is conferred for outstanding superior performance or accomplishments of an exceptionally unique nature.
Examples which may be considered for recognition are:
a.
outstanding results in increased productivity, efficiency, or economy of operations substantially contributing to the accomplishment of NRC programs and missions; b.
unusual initiative in the development of new and improved work methods and procedures that result in substantial savings in manpower, time, space, materials, and other expense items; c.
performance of assigned tasks in such an exemplary manner as to set a record of achievement that will inspire and motivate other employees to improve the quality and quantity of work outputs; d.
unusual achievements in professional work contributing to the advancement of understanding and/or participation in issuing licenses, safeguarding and regulating the health and safety, environment and security requirements that regulate the conditions under which nuclear energy or source material is used; or e.
the exercise of unusual courage or competence while on official du ty.

Submission of Nominations a.

The Meritorious Service Award shall be presented at the Annual Awards Ceremony.
D.
Equal Employment Opportunity (EE0) Award. An honorary award designed to recognize employees who have helped to advance equal employment opportunity through their leadership and/or commitment and to encourage others to work to assure the right of equal opportunity to all employees.
1.
Eligibility Criteria. All employees are eligible for EE0 Awards, whether or not they have specific job responsibilities in EE0-related a reas.
For example:
a.
All levels of supervision and management may be nominated for:
(1) counseling, or arranging for counseling of, employees about their strengths and weaknesses and assisting them to pursue additional education and training that will increase skills and lead to upward mobility; l
5-(2) providing employees with on-the-job training that qualified them for better positions; (3) participating in restructuring jobs to best utilize and increase employee skills, abilities, and interests; (4) integrating members of minority groups, handicapped employees, older employees, and women into a working unit; (5) setting and achieving realistic and improved affirmative action goals.
J b.
Employees assigned responsibility for certain EE0 program ac-tivities and participating on a part-time basis as EE0 Officers, EE0 Counselors and members of advisory groups (other than j
employees of the Office of Small and Disadvantaged Business Utilization and Civil Rights) could be recognized for superior counseling, guidance and outstanding service for:
(1) assisting employees to plan and achieve training, educa-tional, and career goals related to the needs of the em-ployee, the Agency, and the Federal service; (2) resolving employee discrimination complaints; (3) developing and implementing an EE0 plan or activity that leads to significant improvements in the NRC EE0 Program; (4) establishing and maintaining the confidence and respect of groups whose purpose is to encourage affirmative action and assure equal opportunity for all NRC employees.
c.
Employees in offices where work does not specifically involve EE0 but who, through superior accomplishments in training, recruitment, or other activities, advanced equal opportunity in NRC could be recognized for:
(1) developing successful training programs for lower-grade and underutilized employees; (2) working with educational institutions to encourage qualified minority and women graduates to apply for mid-or high-level or shortage category jobs; (3) participating in activities within or outside his/her organization to foster EE0 in the NRC; (4) working in the community to solve problems affecting equal employment opportunity, such as housing, transportation, and child-care facilities.

Submission of Nominations a.
In addition to response to the annual call for nominations, any employee may submit a written nomination at any time to the Director, Office of Small and Disadvantaged Business Utilization and Civil Rights.
b.
Nominations shall be prepared in an original and two copies. The following information should be included:
(1) nominee's name, position title, brief description of duties, and organizational location; (2) narrative justification for nomination, including dates of achievement; and (3) statement of achievements in sufficient detail for appropriate evaluation.
c.
The Director, Office of Small and Disadvantaged Business Utili-zation and Civil Rights, shall:
(1) recommend to the EDO, approval or disapproval of nomina-tions submitted; and (2) notify the Director, 0&P, of employees granted the award and request appropriate arrangements for recognizing ap-proved recipients.
d.
The EDO is the approving authority for this award and informs the Chairman of all approved EE0 awards.
3.
Description and Presentation of Award a.
The NRC EE0 Award consists of a certificate signed by the Chairman, EDO, and the Director, Office of Small and Disad-vantaged Business Utilization and Civil Rights, a silver medal inscribed with the recipient's name, and a lapel ornament which is a miniature of the silver medal, b.
The NRC EE0 Award is presented at the Annual Awards Ceremony.

NRC MANAGEMENT EXCELLENCE AWARD NRC Management Excellence Award. This honorary award recognizes managers and supervisors who have demonstrated the most outstanding managerial accomplishments. This award may be awarded in conjunction with or in addition to other awards.
1.
Eligibility Criteria. All NRC managers and supervisors are eligible to receive the NRC Management Excellence Award.
Examples of laudable managerial accomplishments include but are not limited to:
a.
exercising creative managerial techniques to overcome significant organizational difficulties and to achieve or maintain high levels of productivity despite those difficulties; b.
planning, organizing or delegating work to achieve or maintain productivity and quality standards, especially in an environnent of diminishing human resources and equipment; c.
exercising good position management skills by identifying and eliminating any excess Full Tine Equivalent ceiling within the organization without adverse impact on productivity and/or morale; d.
developing staff and selecting applicants to plan strategically for the future, particularly in light of changing mission requirements; e.
setting and communicating priority needs, resolving conflicts and motivating staff; f.
developing new methods or procedures to lower administrative costs, including identifying and eliminating unnecessary paperwork.

REGIONAL RESIDENT INSPECTOR OF THE YEAR AWARD AND NRC RESIDENT INSPECTOR OF THE YEAR AWARD f
The Regional Resident Inspector of the Year (RRIY) Award is granted annually to not more than one Resident Inspector per Region for meritorious l
and outstanding achievements or services which substantially contribute to the accomplishment of NRC's mission to ensure the safe construction, start-up, and operation of nuclear power plants. Additionally, one of the recipients of the RRIY Award is selected annually to receive the further honor of the NRC Resident Inspector of the Year (RIY) Award.
1.
Eligibility Criteria. All Resident Inspectors are eligible. This award is conferred for outstanding superior performance or accomplishments.
Examples which may be considered for recognition are:
a.
demonstrating dedication to protecting the health and safety of i
the public, including an acute sensitivity to the safety significance of identified problems; b.
establishing and conducting highly successful inspections 1
touching on unique and/or complex matters; c.
assuming a critical role in response to an emergency, and providing rapid, concise, and accurate evaluations; d.
maintaining high quality and obvious candor in discussions of NRC regulatory activities and licensee performance before local j
public officials, the news media, and/or other members of the public, serving to improve the credibility of the NRC inspection program; e.
demonstrating an unusual ability to reduce findings to clear oral presentations and well written reports.
2.
Selection of RRIY and Submission of Nominations for flRC RIY a.
Annual calls for selection by each Region of the RRIY and nomination of that individual as NRC RIY are issued by the Executive Director for Operations (EDO) to Regional i
Administrators.

b.
Each Regional Administrator shall select one Resident Inspector, j
with the concurrence of the Director, Office of Inspection and j
Enforcement (IE), to receive the RRIY Award for that Region.

Each Regional Administrator shall nominate the individual i
selected as RRIY for the NRC RIY Award. Nominations should be prepared in an original and two copies under heading:
Nominations for the NRC Resident Inspector of the Year Award.
The following information should be included:

(1) nominee's name, position title, brief description of duties, and organizational location;

1 (2) justification for nomination, including dates.of performance period; and (3) statement that the Director, IE, has concurred in the nominee's selection for the RRIY Award; and (4) statement of achievement to appear on citation.
d.
The ED0 shall convene a Review Board comprised of at least three members designated by the EDO.
e.
The Board shall recommend through the EDO to the Commission who among the five RRIY's should receive the NRC Resident Inspector of the Year Award. The Commission shall make the final decision.
f.
Notification should be given orally by the Director, 0&P, to the Regional Administrator making the nomination promptly after a decision on the nomination is made. Copies of the approved nomination shall be sent to 0&P for processing and recording.
3.
Description and Presentation of Award a.
The RRIY Award consists of a citation and certificate, and a cash award of $3,000. The NRC RIY Award consists of (in addition to that already noted above) an additional award of $2,000, a silver medal inscribed with the recipient's name, a lapel ornament which is a miniature of the silver medal, and a citation and certificate.
b.
The Resident Inspector Awards shall be presented at the Annual Awards Ceremony.
