ISSUANCE OF AMENDMENT'NO.12 TO FACILITY OPERATING LICENSE NO. R-94 MANHATTAN COLLEGE ZERO POWER REACTOR (TAC NO. MA0648)

Dear Dr. Jackson:

The Commission has issued the enclosed Amendment No.12 to Facility Operating License o No. R-94 for the Manhattan College Zero Power Reactor (MCZPR). The amendment consists of changes to the facility license and technical specifications (TSs) in response to letters dated December 18,1997,- July 21, October 29, November 10,1998 and .

January 6,1999. l The amendment removes the authority from the license to operate the reactor, and authorizes possession only of the reactor. Also, the amendment approves the decommissioning plan and changes the TSs to apply to the possession only status and the ,

decommissioning of the reactor. l l

The amendment also authorizes the approved decommissioning plan to be included as a {

supplement to the MCZPR Safety Analysis Report pursuant to 10 CFR 50.82(b)(5). l A copy of the related safety evaluation supporting Amendment No.12 is also included.
