OF JULY 13,1999, MEETING WITH GPU NUCLEAR, INC.

REGARDING PROPOSED MODIFICATIONS TO REACTOR BUILDING SPRAY AND HIGH PRESSURE INJECTION AT TMI-1 (TAC NOS. MA5934 AND MA5935)

On July 13,1999, a public meeting was held between the U. S. Nuclear Regulatory Commission (NRC) and GPU Nuclear, Inc., (GPUN or the licensee) at NRC Headquarters, One White Flint North,11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss the licensee's proposed modifications to the Reactor Building Spray System operation and the High Pressure Injection System. Enclosure 1 is a list of attendees. Enclosure 2 is a copy of the licensee's handout used at the meeting.

The licensee indicated it would need 2 weeks to implement the proposed changes for the Reactor Building Spray procedure modifications and wished to do so during the upcoming refueling outage. The licensee also indicated that the proposed changes were consistent with the revised maximum hypothetical accident (MHA) analysis assumptions submitted to support Technical Specification Change Request (TSCR) No. 274 dated February 1,1999, currently under review by the staff. If the staff were to not approve the MHA TSCR, the licensee stated it would likely consider the proposed change an unreviewed safety question per Title 10 of the Code of Federal Reaulations Section 50.59 and submit an amendment request for formal staff review and approval.

The licensee's proposed changes related to high pressure injection will require a license amendment application which the licensee indicated would likely be submitted in October 1999.
