MEETING

SUMMARY

- TMI-1 FIRE PROTECTION On November 13, 1986, a meeting was held at the TMI-1 site to discuss the status of the review effort for the Appendix R submittal for TMI-1. The

intent was to obtain enough information to write a safety evaluation before mid December when a fire protection inspection is planned.

Enclosure (1) is a list of attendees.

Enclosure (2) contains the meeting agenda. The reviewer, Dennis Kubicki, discussed issues in his safety evaluation but at no time was a draft SE provided to the licensee. The conclusion of the meeting is that there are many open issues still left to be resolved. The status of all issues will be discussed in the SE scheduled for issuance before the inspection. However, it is anticipated, based on the number of unresolved issues, that a followup inspection and close out SE will need to be issued before startup (scheduled forMarch1987).

Enclosure (3) is'a handout provided by the licensee concerning an emergency lighting exemption request. Dennis Kubicki performed a plant tour to better understand the specifics of the request.

FIXED EMERGENCY LIGHTING UNITS INSTALLED IN AREAS WHERE MANUAL OPERATION OF SAFE SHUTDO$iN EQUIPMENT IS REQUIRED AND ACCESS AND EGRESS ROUTES THERETO, EXCEPT FOR THE REACTOR BUILDING.

o IN THE REACTOR BUILDING, PORTABLE EMERGENCY LIGHTING UNITS SHALL BE l

USED FOR BOTH ACCESS / EGRESS AND PERFORMANCE OF THE MANUAL OPERATIONS.

o ACCESS TO REACTOR BUILDING WITHIN 8 HOURS REQUIRED ONLY FOR A FIRE WHICH CAUSES SPURIOUS OPERATION OF ONE OF THREE NORMALLY OPEN VALVES, LOCATED IN ZONE RB-FZ-lc, ASSOCIATED WITH REACTOR COOLANT LETDOWN COOLER IN OPERATION.

MANUAL REALIGNMENT REQUIRED WITHIN 4 HOURS TO REESTABLISH REACTOR COOLANT LETDOWN.

THE GPUN EXEMPTION' REQUEST. APPROACH UTILIZING PORTABLE LIGHTING FOR' ACCESS / EGRESS:

AND PERFORMANCE OF MANUAL OPERATION OF SAFE SHUTDOWN EQUIPMENT-IN THE REACTOR BUILDING IS EQUIVALENT TO OR BETTER THAN FIXED EMERGENCY LIGHTING BECAUSE:

FLEXIBILITY - WITH PORTABLE LIGHTS THE OPERATOR HAS CONTROL OF THE BEAM DIRECTION.

1 THIS PROVIDES ENHANCED ABILITY TO SELECT ALTERNATE ROUTES TO ACCOMPLISH MANUAL ACTION (ADVANTAGE).

2.

RELIABILITY AND MAINTENANCE - PORTABLE LIGHTS WILL BE RATED FOR 8-HOUR OPERABILITY THE SAME AS FIXED LIGHTS.

SURVEILLANCE WILL MAINTAIN A FULLY CHARGED. CONDITION.

ADMINISTRATIVE CONTROL INSURES AVAILABILITY.

(EQUIVALENCY) i INACCESSIBILITY OF FIXED UNITS INSIDE REACTOR BUILDING DTIRING NORMAL OPERATION REDUCES RELIABILITY OF FIXED UNITS SINCE THEY ARE NOT AVAILABLE FOR MAINTENANCE AND/OR PERIODIC CHECKING. (ADVANTAGE).

2 USE OF PORTABLE LIGHTING WOULD ELIMINATE PERSONNEL EXPOSURES RECEIVED DURING MAINTENANCE AND SURVEILLANCE OF INSTALLED FIXED EMERGENCY LIGHTS, WHICH IS CONSISTENT WITH ALARA PROGRAM OBJECTIVES (ADVANTAGE).

DESIGN - RADIATION DEGRADATION OF THE BATTERY ENCLOSURE INSTALLED INSIDE CONTAINMENT COULD LEAD TO LEAKAGE OR RUPTURE OVER A PERIOD OF TIME.

BATTERY PACKS FOR FIXED EMERGENCY LIGHTING UNITS NOT QUALIFIED FOR POSTULATED ACCIDENT TEMPERATURE / PRESSURE k

INSIDE' REACTOR BUILDIN'd ANDITHEREFORE COULD INTRODUCE HAZARDOUS. MATERIAL SUCH AS BATTERY ACID WHICH WOULD INCREASE HYDROGEN GENERATION AND ALSO POSE THREAT TO CABLES AND OTHER COMPONENTS (ADVANTAGE).
